MeitY Launches Blockchain Startup Challenge to Build Trustworthy AI-Driven Governance

In a significant push towards strengthening India’s digital governance ecosystem, the Ministry of Electronics and Information Technology (MeitY) has launched a “Startup Challenge to develop Citizen-Centric Innovative Solutions using Blockchain and Web3” , Union Minister of State for Electronics and IT Jitin Prasada informed the Rajya Sabha on March 27, 2026. The initiative aims to enable startups to build secure, transparent, and scalable governance solutions, while addressing growing concerns around the reliability of AI-driven systems.

The challenge is designed as a four-stage innovation pipeline , supporting startups from ideation to full-scale deployment. In the first stage, up to 40 teams will receive ₹1.5 lakh each to develop Proof of Concept (PoC). This is followed by ₹4 lakh support for around 30 teams to build Minimum Viable Products (MVPs). In the third stage, up to 20 teams will receive ₹10 lakh each for deployment, while the final 10 winning teams will be awarded ₹50 lakh each to implement pilot governance solutions.

The initiative comes at a time when artificial intelligence is rapidly expanding across sectors , including healthcare, agriculture, finance, and public administration. While AI is improving efficiency and enabling data-driven decision-making, it also raises concerns related to data integrity, bias, privacy, and lack of transparency . These challenges have increased the need for systems that ensure trust and accountability in digital governance.

Blockchain technology is being positioned as a solution to these challenges. By enabling tamper-proof data storage, traceability, and auditability , it strengthens the credibility of AI-based systems. MeitY’s focus on permissioned blockchain networks ensures controlled access, regulatory compliance, and scalability for government use cases.

India has already piloted several blockchain-based applications under the National Blockchain Framework (NBF) . The Judiciary Chain platform has been implemented in the Supreme Court and the Karnataka High Court to securely record bail and judgment orders. Similarly, Aushada is being used in Karnataka to track the medicine supply chain, ensuring transparency in drug movement and quality checks. Another platform, Praamaanik , enables citizens to verify the authenticity of mobile applications and is currently operational with 14 applications onboarded from Madhya Pradesh.

These initiatives highlight India’s broader transition towards trust-based digital governance , where emerging technologies are not only used to improve efficiency but also to ensure transparency, security, and accountability in public service delivery.
