US Secretary of State Marco Rubio will visit India from October 17 to 22, with stops in Mumbai and Jamnagar expected to place energy cooperation, strategic ties and commercial investment at the centre of discussions between the two countries.

The visit, announced by the US Department of State, follows Rubio’s participation in the Quad Foreign Ministers’ meeting in New Delhi in May. It will be his second trip to India since then and comes as Washington seeks to deepen its strategic partnership with New Delhi while expanding opportunities for American businesses.

During his India visit, Rubio will meet senior government officials to discuss regional and global developments, strengthen bilateral relations and explore ways to enhance energy cooperation. Meetings with business leaders are also planned to promote commercial investment and economic collaboration.

Jamnagar is expected to be a key stop, given its importance in the global energy industry. The Gujarat city is home to Reliance Industries’ refinery complex, the world’s largest single-site refining facility, with a capacity to process approximately 1.4 million barrels of crude oil per day.

The visit also comes against the backdrop of US President Donald Trump’s announcement in March that a new refinery would be built in Brownsville, Texas, with investment from Reliance Industries. Trump described the proposed project as the first new US refinery in 50 years and announced an investment figure of $300 billion. The scale of the announced investment and the project’s future development remain important points to watch as energy ties evolve.

Beyond energy, Rubio’s itinerary includes Samarkand in Uzbekistan, where he will participate in the C5+1 Ministerial, a diplomatic platform linking the United States with five Central Asian countries: Uzbekistan, Kazakhstan, Tajikistan, Turkmenistan and Kyrgyzstan.

The US delegation will hold bilateral engagements with senior officials from all five countries. More than 200 business leaders are also expected to accompany Rubio, signalling Washington’s push to expand commercial cooperation across Central Asia.

Taken together, the visits to Central Asia and India underline the importance the US attaches to strategic partnerships, energy security and investment opportunities. For India, Rubio’s meetings could provide an opportunity to advance cooperation in energy and trade while addressing wider regional and global concerns.
