Manipur Begins Special Electoral Roll Revision, Final Voter List Due in September

The Election Commission has begun a Special Intensive Revision (SIR) of electoral rolls in Manipur to ensure that all eligible citizens are included in the voter list while preventing the inclusion of ineligible names, state Chief Electoral Officer Arun Kumar Sinha said on Friday.

Addressing the media, Sinha said July 1 would serve as the qualifying date for the revision exercise. As part of the process, 2,956 Booth Level Officers (BLOs) will conduct house-to-house visits from May 30 to June 28 , distributing partially filled enumeration forms to the state's 20,93,076 registered electors .

The draft electoral rolls will be published on July 5 , incorporating all voters whose enumeration forms have been received. Citizens will be able to file claims and objections during the subsequent review period. Those unable to submit forms during the enumeration phase may seek inclusion through Form 6 and the prescribed declaration.

Sinha said Electoral Registration Officers would scrutinise voter eligibility between July 5 and September 2 , adding that no elector would be deleted from the draft rolls without being given an opportunity for a hearing . The final electoral rolls are scheduled for publication on September 6 .

The Chief Electoral Officer also urged recognised political parties to ensure the participation of their booth-level agents to maintain transparency throughout the process.

A meeting with political parties was held on May 16 ahead of the exercise. Officials described the revision as a participative process involving voters, election authorities and political stakeholders.

The voter-roll update comes at a sensitive time for Manipur, where prolonged unrest has heightened concerns over governance and public confidence. In conflict-affected regions, transparent electoral verification exercises can play a crucial role in strengthening trust in democratic processes and ensuring that electoral outcomes are widely accepted.
