Malaysia eyes collaboration with Karnataka on Quantum Technology development

A high-level delegation from Malaysia's Penang, led by Deputy Chief Minister Jagdeep Singh Deo, has expressed keen interest in partnering with Karnataka for the development of quantum technology , officials said on Tuesday. The delegation met Karnataka Minister N S Boseraju at Vikas Soudha to explore collaboration in research, innovation, and human resource development.

Quantum technology, which leverages the principles of quantum mechanics, enables breakthroughs in computing, communication, and sensing . Applications include ultra-fast computing for complex problems, ultra-secure communication networks, and highly precise measurements for navigation, medical diagnostics, and environmental monitoring. Both sides noted the potential of quantum technology to drive economic growth, technological leadership, and innovation in emerging sectors.

During the discussions, N.S Boseraju highlighted Karnataka’s achievements in technology, sustainable development, and irrigation . He described initiatives like the KC Valley (Koramangala-Challaghatta) and HN Valley (Hebbal-Nagawara) projects , which use treated wastewater from Bengaluru to replenish lakes, tanks, and groundwater in drought-prone districts, supporting agriculture and demonstrating a model of science-driven sustainable development. The minister also outlined the state’s Quantum Action Plan , which includes integrating quantum education across academic levels, building research infrastructure in collaboration with institutions like the Indian Institute of Science (IISc), Bengaluru , supporting startups, and drafting policies for the sector.

Deo praised Karnataka’s science and technology initiatives and shared Penang’s experience as a global semiconductor and electronics hub , despite its small geography. He explained how Penang University fosters strong industry–research collaboration , creating a thriving innovation ecosystem. The delegation expressed interest in adopting similar collaboration models in Karnataka, participating in its quantum research programs, and exploring joint human resource development initiatives.

Both leaders agreed that synergy between Karnataka’s electronics and research ecosystem and Penang’s semiconductor expertise could create significant opportunities for innovation, startups, and talent development in both regions. Boseraju welcomed the proposal, saying the partnership with Penang, often called the “Silicon Valley of the East,” would complement the technological growth of both regions. The visit also included an invitation for Boseraju to visit Penang and its university research facilities to further explore collaboration and finalise a proposed Memorandum of Understanding (MoU) .
