
Landmark peace deal in Mizoram: Hmar militant faction joins mainstream
In a major step towards lasting peace in the Northeast, the government of Mizoram has signed a historic peace accord with the Lalhmingthanga Sanate led faction of the Hmar People's Convention (Democratic), marking what officials described as the end of insurgency in the state .
The Memorandum of Settlement was signed at Sakawrdai, the headquarters of the Sinlung Hills Council, in the presence of senior government officials and community leaders. The agreement was signed by Mizoram Home Secretary David Lalthantluanga on behalf of the state government and HPC(D) president Lalhmingthanga Sanate.
The accord outlines a comprehensive development roadmap for the Sinlung Hills Council region, focusing on improved infrastructure, enhanced connectivity, special development packages and increased budgetary allocation for the area.
A key highlight of the agreement is the official recognition of Sikpui Ruoi , the major festival of the Hmar community, celebrated on December 5. The pact also includes provisions for observing Hmar Martyrs’ Day as a local holiday, addressing long pending cultural demands.
Under the settlement, 43 cadres of the Sanate led faction will lay down arms and return to mainstream society. A formal homecoming ceremony will be held on April 30 at the Central Training Institute in Sesawng, near Aizawl.
Officials termed the agreement a milestone in peacebuilding , saying it marks a decisive step towards ending ethnic militancy in the state. Adviser to the Chief Minister Lalmuanpuia Punte said the accord reflects the link between development aspirations and peace efforts .
HPC(D) leaders acknowledged that while all demands were not fully met, the agreement represents a meaningful breakthrough after over three decades of militancy .
With this settlement, Mizoram moves closer to lasting peace, as this faction was the last active insurgent group in the state, effectively closing a long and turbulent chapter of insurgency.
