The Telangana government is preparing a major overhaul of its property registration system to make services faster, more transparent and citizen-friendly, Revenue Minister Ponguleti Srinivasa Reddy told the Legislative Council on Monday.

As part of the plan, permanent buildings will be constructed for all 94 Sub-Registrar offices across the state in three phases. In the first phase, 39 offices in Hyderabad, Rangareddy, Medchal and Sangareddy districts will be developed into 11 integrated clusters. These districts together account for nearly 69 per cent of the state’s registration revenue, the minister said.

The minister announced that foundation stones for 10 modern Sub-Registrar office buildings will be laid within this month. Notably, the government will not spend public funds on construction, as the buildings will be developed through private builders. For each integrated Sub-Registrar complex, the government has allotted three to four acres of land. Offices located within the Outer Ring Road limits will be upgraded with modern facilities.

Highlighting improvements in service delivery, the minister said the slot-booking system has significantly reduced registration time, which now takes only 18 to 21 minutes. This, he said, has ensured quicker, more transparent and efficient services for the public.

The government is also working towards bringing the Land Records (Bhu Bharati), Land Survey and Sub-Registrar departments onto a single digital platform. To prevent future land-related disputes, a comprehensive digital system under a central government institution will be launched within the next three to four months.

These initiatives, the minister said, will bring far-reaching reforms in land administration and greatly improve public access to land-related services in Telangana.
