Ladakh Publishes Final Municipal Electoral Rolls for Leh and Kargil
Ladakh has completed a key stage in preparations for its municipal elections, with the Office of Chief Electoral Officer Rahul Sharma notifying the final electoral rolls for the Municipal Committees of Leh and Kargil on October 22. The publication, with October 1, 2026, as the qualifying date, follows a revision process and comes ahead of municipal elections scheduled for November 21, according to a separate announcement reported on October 23.
The final rolls, published by the respective Electoral Registration Officers (EROs), are available for inspection at the offices of the EROs and Assistant Electoral Registration Officers (AEROs). Electors and recognised political parties have been advised to verify voter particulars. Individuals challenging the final publication may appeal under Rule 13 of the Jammu and Kashmir Municipal Committee (Election) Rules, 2003, before the designated authority.
The revision exercise began on October 1, with draft electoral rolls prepared between October 1 and 4 and published on October 5. The claims and objections period ran until October 15, allowing eligible residents to seek inclusion, correct particulars or challenge entries. Special camps were scheduled at polling stations on October 10 and 11, while officials processed submissions between October 16 and 21.
The rolls were prepared ward-wise using the 2018 Assembly Electoral Rolls, aligned with revised municipal ward boundaries. District Election Officers, who are the Deputy Commissioners of Leh and Kargil, supervised the process, including data verification, manpower and logistical arrangements.
According to the reported election schedule, polling will cover 38 wards - 21 in Leh and 17 in Kargil. Election notifications are scheduled for October 29, nominations close on November 5, scrutiny takes place on November 6, and withdrawals and publication of final candidate lists are scheduled for November 9. Polling is set for November 21, with the process expected to conclude by November 30.
On October 12, Sharma met representatives of the BJP, AAP and Congress in Leh, alongside Joint Chief Electoral Officer Sonam Chosjor, to discuss voter eligibility and registration procedures. Parties were urged to raise awareness, particularly among residents whose names might be missing.
The elections are governed by the Jammu and Kashmir Municipal Act, 2000, and the relevant 2003 election rules. Municipal committees handle urban local governance and are distinct from the Ladakh Autonomous Hill Development Councils. The last municipal and panchayat elections were held in 2018, when Ladakh was part of the erstwhile state of Jammu and Kashmir.
With the final rolls published, attention now shifts to nominations, candidate finalisation and preparations for polling. Voters with objections to the final lists should consult the relevant electoral authorities regarding the prescribed appeal procedure.
