King Charles III on Wednesday delivered the British government’s legislative agenda for the coming year during the ceremonial State Opening of Parliament, as Prime Minister Keir Starmer faced mounting pressure over his leadership following growing unrest within the Labour Party.

The grand royal ceremony unfolded against the backdrop of Labour’s heavy losses in recent local and regional elections, which triggered criticism of Starmer’s leadership and intensified concerns within the party about its political direction. Critics accused the prime minister of failing to effectively address Britain’s worsening cost of living crisis , rising inequality and pressure on public services.

The political turmoil deepened after several junior ministers resigned, including former safeguarding minister Jess Phillips, who urged the government to reconnect with voters and engage more openly in political debate. Reports also suggested that dozens of Labour MPs had privately questioned Starmer’s future as party leader.

Adding to the speculation, Starmer held talks with Health Secretary Wes Streeting , widely viewed as a potential leadership rival, ahead of the King’s Speech. British media reports described the meeting as significant amid rumours of internal divisions and possible leadership manoeuvring within Labour.

Despite the growing pressure, Starmer insisted he would continue governing and pursue Labour’s reform agenda. The King’s Speech , written by the government and read by the monarch, outlined plans to revive economic growth and restore public confidence.

The proposals are expected to include the creation of a national wealth fund to attract private investment in infrastructure, tighter immigration and asylum measures, reforms to public services and stronger economic policies. Other expected measures include lowering the voting age to 16 and introducing a “duty of candor” requiring public officials to cooperate honestly with investigations.

However, critics noted that many of the proposals had already been announced previously, raising doubts over whether the government could regain political momentum.

The ceremony itself retained its traditional grandeur. King Charles III travelled from Buckingham Palace to Parliament in a horse-drawn carriage before entering the House of Lords wearing the Imperial State Crown and ceremonial robes. In keeping with tradition, the official known as Black Rod summoned lawmakers from the House of Commons after its doors were symbolically shut to represent parliamentary independence from the monarchy.

Following the speech, Parliament was expected to begin several days of debate on the government’s agenda as attention remained focused on whether Starmer could withstand the growing leadership challenge within his own party.
