Kavitha Writes to CM Revanth Reddy, Seeks Justice for GO 317 Victims

The contentious issue of GO 317 , which has troubled thousands of government employees and teachers in Telangana for over three years, has once again come into sharp focus. Telangana Jagruti president K. Kavitha has urged Chief Minister Revanth Reddy to act without delay, calling for a comprehensive and humane resolution to what she described as a prolonged administrative injustice.

In a detailed letter to the Chief Minister, Kavitha highlighted the ongoing distress faced by employees who were relocated under GO 317 , an order issued on December 6, 2021, during the previous BRS regime . The government order was part of a broader exercise to reorganize postings following the expansion of Telangana from 10 to 33 districts , aimed at strengthening governance and ensuring equitable staff distribution.

However, the implementation triggered widespread dissatisfaction. Employees were reassigned based largely on seniority and administrative criteria , often resulting in postings far from their native districts. For many particularly those with fewer years of service the process meant separation from families , longer commutes, and significant personal hardship.

Kavitha noted that despite multiple government interventions, including subsequent orders such as GO 243, 244, 245 , the core concerns remain unresolved. These measures, including mutual, medical, and spouse-based transfers , provided only limited relief and failed to address deeper structural issues. Even later efforts like GO 1930 did little to improve the situation.

A key concern raised in her letter is the lack of transparency surrounding the sub-committee report constituted to examine grievances. The panel, formed under former Chief Secretary Shanthi Kumari , is believed to have submitted its findings, yet the report has not been made public. Kavitha argued that releasing it is essential to understand the true scale of the problem .

She also reminded the Chief Minister of the Congress party’s earlier stance, including its pre-election promise to review GO 317 and ensure justice.

Beyond policy, the issue continues to have a strong human impact. Thousands remain posted away from their home districts, facing emotional and financial strain , with many repeatedly approaching authorities for relief.

In her appeal, Kavitha outlined key demands, including a one-time relief package , ensuring postings based on locality , and reforming flawed rules governing local status determination to prevent further injustice.

As the issue regains traction, the government now faces growing pressure to deliver a decisive and permanent solution , balancing administrative reforms with employee welfare.
