Kamal Haasan Meets Tamil Nadu CM, Submits Six Point Plan for Film Industry Revival

Actor turned politician Kamal Haasan has urged the Tamil Nadu government to launch a state owned OTT platform as part of a broader six point reform plan aimed at strengthening and modernising the Tamil film industry . He presented the proposals during a meeting with Chief Minister C Joseph Vijay , submitting a detailed memorandum highlighting structural, financial, and regulatory challenges faced by the sector.

In a post on X, the leader of Makkal Needhi Maiam outlined six key demands. The first is the creation of a state run OTT platform to stream Tamil films, independent cinema, and documentaries at affordable and subsidised rates, ensuring wider public access and stronger digital reach for local content creators.

The second demand is the abolition of the 4 percent local body entertainment tax , which he said is adding pressure on producers and affecting the overall economics of filmmaking. Third, he called for a dedicated anti piracy enforcement unit within the state cyber crime wing with powers for real time takedown of illegal content , aimed at protecting revenue and creative work.

The fourth proposal seeks permission for theatres to operate five shows per day for all films , a move intended to improve box office collections and support the struggling exhibition sector. Fifth, he urged the government to enforce an eight week mandatory OTT release window , ensuring films enjoy a fair theatrical run before moving to digital platforms.

The sixth and final demand is the introduction of a film production incentive scheme to revive Tamil Nadu’s position as a major production hub, while also generating employment and boosting tourism.

Haasan said these reforms together would help rebuild the industry ecosystem and ensure fair growth for artists, technicians, producers, and theatre owners across the state.
