Italy orders Meta to suspend WhatsApp terms that could block rival AI chatbots

Italy’s antitrust watchdog, the Italian Competition Authority (AGCM) , on Wednesday ordered Meta Platforms to suspend certain WhatsApp contractual terms that could prevent rival AI chatbots from operating on the messaging platform, as part of an ongoing investigation into suspected abuse of market dominance.

The regulator said the disputed terms may restrict access to the AI chatbot services market, limit technical development, and reduce competition, potentially harming consumers.

Meta criticised the decision, calling it “fundamentally flawed.” A company spokesperson said the rapid emergence of AI chatbots has placed pressure on systems that were not originally designed to support them, and confirmed that Meta will appeal the ruling.

The investigation was first launched in July over concerns that Meta was abusing its dominant position through WhatsApp. In November, the regulator expanded the probe to include updated terms governing WhatsApp’s business platform .

According to AGCM, the contractual conditions could effectively exclude competitors to Meta AI from operating on WhatsApp. “These conditions completely exclude Meta AI’s competitors in the AI chatbot services market from the WhatsApp platform,” the watchdog said.

The move adds to growing regulatory pressure on major technology companies in Europe , where authorities have taken a tougher approach compared to the United States.

Last month, EU antitrust regulators opened a parallel investigation into Meta over the same allegations. The Italian watchdog said it is coordinating with the European Commission to ensure the issue is addressed in the most effective manner.
