Integrated Bhu Bharati Pilot Begins in Five Mandals, Statewide Rollout Planned

The Telangana government has rolled out the Integrated Bhu Bharati portal on a pilot basis in five mandals, marking a major push toward transparent, technology-driven land administration . Guided by Chief Minister Revanth Reddy , the initiative seeks to overhaul the existing land management system by addressing inaccurate records, lack of proper survey data, and delays in dispute resolution that have long impacted farmers and property owners.

Announcing the rollout, Revenue Minister Ponguleti Srinivasa Reddy said the platform brings together land records, survey services, and property registration into a unified digital system. The pilot is being implemented in Kusumanchi, Aswaraopeta, Amangal, Vatpally, and Kosgi mandals , with officials closely monitoring its performance before expanding it across the state. The move is part of a broader effort to modernise Telangana’s revenue administration and replace fragmented legacy systems.

At the heart of the reform is a citizen-centric digital platform that allows users to access services directly through their smartphones , eliminating the need to visit government offices or Mee Seva centres. Once logged in, users can view land ownership details , apply for surveys, and track applications in real time. The system follows a time-bound workflow , where licensed surveyors are automatically assigned, neighbouring landowners are notified, and surveys are scheduled within a defined timeline.

A key innovation under the initiative is the introduction of the Bhudhar number , a unique identification system for land parcels similar to Aadhaar. This ensures clear ownership records, reduces duplication, and minimises disputes arising from overlapping or outdated survey numbers. The government has also made it mandatory to include a survey map during property registration , strengthening transparency and legal clarity in transactions.

To improve accuracy and efficiency, the state is deploying advanced rover-based and drone-assisted survey technologies , enabling precise geo-referenced mapping of land parcels . Once surveys are completed, the data is verified by revenue officials, approved by the Tahsildar , and used to generate the Land Parcel Map (LPM) , which is digitally stored on the portal. Applicants receive real-time SMS updates at every stage, enhancing transparency and accountability.

Officials believe that integrating modern surveying methods with digital governance will significantly reduce errors, speed up service delivery, and provide a lasting solution to land-related grievances . By addressing structural gaps and ensuring reliable documentation, the initiative is expected to empower farmers, streamline transactions, and reduce litigation .

As the pilot progresses, its outcomes will shape the roadmap for a statewide rollout , with the government aiming to establish Bhu Bharati as a model for land governance reforms in India . If implemented effectively, the platform could mark a historic transformation in Telangana’s revenue system , setting new standards for efficiency, transparency, and trust in land administration.
