India’s First Quantum and AI University Campus to Come Up in Amaravati

Andhra Pradesh is set to establish what will be India’s first dedicated university focused on Quantum Technologies and Artificial Intelligence, with Chief Minister N. Chandrababu Naidu approving the proposal for a new campus in Amaravati.

The decision was cleared at a meeting of the Capital Region Development Authority (CRDA) on Thursday. The campus will be developed by the National Institute of Electronics and Information Technology (NIELIT), an autonomous institution under the Union Ministry of Electronics and Information Technology.

The project is planned on 8.5 acres in Amaravati and is expected to involve an investment of ₹730.7 crore over five years. The entire project cost will be supported by the Union government through grant-in-aid funding, according to the state government.

Designed as a hub for next-generation technologies, the university will focus on quantum technologies, artificial intelligence, semiconductors and other emerging deep-tech fields. Its model will combine higher education with research, advanced skill development, innovation, startup incubation and entrepreneurship.

While construction of the permanent Amaravati campus will take time, academic activities are scheduled to begin from September 2026. Temporary facilities at Acharya Nagarjuna University in Guntur will be used to launch educational and advanced technology training programmes.

The university plans to offer undergraduate, postgraduate, doctoral, diploma and executive programmes in areas including quantum computing, quantum communication and security, AI and machine learning, data science, semiconductor fabrication, chip design, VLSI, ATMP, embedded systems and high-performance computing.

A major feature of the permanent campus will be a 1.2 lakh-square-foot Quantum Research, Innovation and Incubation Block. The facility is expected to include specialised infrastructure for quantum computing, communication, photonics and security, along with cryogenic systems, high-performance computing, clean rooms, nano-fabrication and semiconductor technology.

The campus will also house chip-design facilities, data centres and startup incubation spaces. Over its first five years, the university aims to train around 8,250 students and professionals, including 1,650 through degree programmes and 6,600 through skilling and certification courses. Annual enrolment is projected to reach about 3,913 students and trainees by the fifth year.

For academic and research collaboration, the institution is expected to partner with IIT Tirupati, IIIT Sri City, Andhra University and JNTU, among others.

The proposed campus will also feature smart classrooms, laboratories, hostels and a 500-bed residential facility, along with solar power systems, EV charging infrastructure and energy-efficient and scientific waste-management measures.

The project aligns with national initiatives such as the National Quantum Mission, IndiaAI Mission and India Semiconductor Mission, and is expected to strengthen Andhra Pradesh’s position in the country’s growing deep-tech research and innovation ecosystem.
