
India’s ₹3,080-Crore Bioplastic Bet: Can Sugarcane Really Take On Conventional Plastic?
India is preparing for a major push into plant-based plastics with a ₹3,080-crore facility in Lakhimpur Kheri, Uttar Pradesh, being developed by Balrampur Chini Mills. The plant is expected to begin operations around October and will have a planned capacity of 80,000 tonnes of polylactic acid (PLA) a year.
PLA is a plastic-like material made from renewable resources rather than petroleum. At the UP facility, sugarcane will be the key raw material, with the process designed to run on a single campus, from sugarcane processing to PLA production.
The scale is striking. At full capacity, 80,000 tonnes of PLA would theoretically be enough material for roughly 3 billion 1-litre bottles weighing 25 grams each. But the plant will not simply manufacture bottles. Its PLA resin can be supplied to manufacturers producing packaging, trays, cups, films, bottles and other products.
The bigger question is whether there will be enough buyers.
India already has smaller-scale PLA activity. Praj Industries’ demonstration facility in Maharashtra produces around 55 tonnes of PLA a year, making the proposed UP plant a huge jump from demonstration to industrial production.
Balrampur has started developing its customer base through its Balrampur Bioyug business. The company has conducted product trials and secured an institutional order from the Lucknow Cantonment Board in February 2026 for products including PLA bottles and compostable bags. However, there is no publicly disclosed long-term agreement covering a substantial share of the plant’s 80,000-tonne capacity.
Cost is another hurdle. PLA currently remains considerably more expensive than conventional plastic, although greater production, improved technology and domestic supply could narrow the gap.
There is also an environmental catch. PLA products designed to be compostable generally require industrial composting conditions to break down properly. Without adequate collection and composting infrastructure, simply replacing conventional plastic with PLA will not solve India’s waste problem.
The government is encouraging the wider biomanufacturing industry through initiatives such as BioE3, which has attracted hundreds of biopolymer-related proposals. Yet there is no clearly announced national target for the number of PLA plants India plans to build.
The UP project is therefore more than a new factory. It is a test of whether India can turn sugarcane into a commercially viable alternative to petroleum-based plastic, and whether the market and waste-management system are ready for it.
