India Unveils ₹83,666 Crore Defence Push, but Most of the $9 Billion Spend Is Still on Paper

India has announced one of its largest defence modernisation moves in recent years, with a combined outlay of ₹83,666 crore - roughly $9.3 billion - spanning signed contracts for frontline weapons and a sweeping list of new acquisitions cleared by the Defence Acquisition Council (DAC). While the headline number signals urgency and ambition, a closer look shows that only a fraction of this spending has translated into firm orders, with the bulk still awaiting tenders, trials, and contracts.

At the centre of the confirmed purchases are two contracts worth ₹4,666 crore that have already been signed by the Ministry of Defence. The larger of the two, valued at ₹2,770 crore , covers the procurement of over 4.25 lakh DRDO-designed close-quarter battle (CQB) carbines for the Indian Army and Navy. Awarded to Bharat Forge and PLR Systems , the deal marks a significant shift toward private-sector manufacturing of infantry weapons and is aimed at replacing ageing small arms still in frontline service. Induction of the carbines is expected to begin from 2026 , offering near-term improvement in troop lethality, particularly in counter-insurgency and urban combat environments.

The second confirmed contract, worth ₹1,896 crore , provides the Indian Navy with 48 heavyweight torpedoes from Italy-based WASS for its Kalvari-class (Scorpene) submarines . Deliveries are scheduled to commence from 2028 , restoring a critical underwater strike capability that has long remained constrained due to the absence of modern torpedoes. While operational impact will be medium-term, the deal significantly enhances the Navy’s deterrence posture in an increasingly contested Indian Ocean Region.

Far larger in scale, however, is the ₹79,000 crore worth of procurement proposals that have received Acceptance of Necessity (AoN) from the DAC, chaired by Defence Minister Rajnath Singh , during its meeting on December 29, 2025 . AoN approval confirms the Services’ operational requirement but does not commit the government to timelines, quantities, or vendors making this portion of the spend aspirational rather than assured.

For the Indian Army , the approvals reflect a clear focus on precision, range, and counter-drone warfare. The AoN for loiter munition systems is intended to give artillery units the ability to conduct precision strikes against tactical targets, a capability increasingly central to modern conflicts and one in which China already fields mature systems. Similarly, the clearance for Low Level Light Weight Radars aims to counter the growing threat posed by small, low-flying unmanned aerial systems along India’s borders and around key installations.

Another major Army approval involves Long Range Guided Rocket Ammunition for the Pinaka Multiple Launch Rocket System (MRLS) . The Army already operates six Pinaka regiments , with more being raised, and guided rockets would dramatically improve accuracy and engagement range, placing India closer to the long-range rocket artillery capabilities fielded by China’s PHL-16 systems. The Integrated Drone Detection and Interdiction System Mk-II , also cleared under AoN, seeks to provide layered protection to vital assets in both tactical battle areas and the hinterland, building on earlier counter-drone deployments.

For the Indian Navy , AoN approvals span logistics, communications, and surveillance. The clearance for additional Bollard Pull tugs follows the induction of an indigenously built tug series and points to expanding harbour support capacity as the fleet grows. Approval for High Frequency Software Defined Radio (HF SDR) manpack systems will enhance secure long-range communications during boarding and landing operations. Strategically, the most significant naval approval is for the leasing of High Altitude Long Range (HALE) Remotely Piloted Aircraft Systems , reflecting the Navy’s need for persistent intelligence, surveillance and reconnaissance as China expands its maritime footprint across the Indian Ocean Region.

The Indian Air Force approvals underline a mix of safety enhancements and combat capability upgrades. The AoN for Automatic Take-off and Landing Recording Systems addresses long-standing gaps in flight safety oversight. More operationally significant is the clearance for Astra Mk-II beyond-visual-range air-to-air missiles , expected to offer enhanced range over the Astra Mk-I already in service, and seen as a counter to China’s long-range PL-15 missile. The AoN list also includes Full Mission Simulators for the Light Combat Aircraft Tejas , aimed at improving pilot training efficiency, and SPICE-1000 guidance kits , which will expand the Air Force’s stand-off precision strike options.

Despite the breadth of systems covered, the real test lies in execution. Historically, it can take two to three years after AoN approval for tenders to be issued, evaluated, and contracts signed, with deliveries following even later. This raises questions about how quickly the ambitious ₹79,000 crore pipeline can translate into usable capability, particularly at a time of sustained military pressure along the northern borders and increasing Chinese naval activity.

In effect, India’s latest defence push highlights a familiar contrast in its procurement cycle: decisive announcements paired with slow realisation . The signed carbines and torpedoes will deliver tangible gains in the coming years, but the much larger AoN-cleared wishlist remains contingent on bureaucratic speed, industrial readiness, and sustained political focus. Whether this $9-billion modernisation drive becomes a genuine leap in combat readiness or another prolonged procurement story will depend on what happens after the headlines fade.
