
India strengthens AI literacy with SOAR initiative
In a major move to prepare its youth and educators for the rapidly evolving artificial intelligence (AI) landscape, the Ministry of Skill Development and Entrepreneurship (MSDE) has launched the Skilling for AI Readiness (SOAR) initiative. The program aims to equip students from classes 6 to 12 and educators with foundational knowledge of AI, machine learning, and ethical AI practices.
The initiative provides three learning modules for students, each spanning approximately 15 hours, while educators undergo a single 45-hour module. These modules cover key topics including AI concepts, machine learning fundamentals, and responsible AI usage, aligning with the broader objectives of the National Education Policy 2020 (NEP 2020), which emphasizes the integration of emerging technologies in school curricula.
Under the government’s apprenticeship scheme (NAPS-2), 1,480 apprentices have already been trained in AI-related roles such as AI Data Engineer and Machine Learning Engineer between FY 2022-23 and FY 2025-26. Digital platforms, including the Skill India Digital Hub, play a central role in delivering these programs, bridging gaps in accessibility and ensuring that students and educators across rural and urban areas can benefit.
Past Initiatives Pave the Way :
SOAR builds on lessons from previous government programs aimed at skills and technology education:
• Skill India Mission (2015‑present): Trained over 1.2 crore youth in vocational skills, including emerging tech, though rural outreach and employment conversion varied.
• Digital India Initiative (2015‑present): Provided ICT literacy and online learning platforms to over 6 crore people, improving digital adoption nationwide.
• National Apprenticeship Promotion Scheme (NAPS, 2016‑present): Encouraged industry apprenticeships in technical fields, including AI roles, helping bridge the skills gap.
• AICTE AI Programs: Introduced AI and ML modules in colleges and select schools, training tens of thousands of students.
These programs demonstrated that structured training, digital delivery, and government support can scale skills development, but also highlighted challenges such as uneven quality, infrastructure gaps, and limited follow-up to convert skills into jobs. SOAR addresses these by targeting early education, emphasizing AI ethics, and integrating educators into the training ecosystem.
Government Backing and Future Outlook :
The government has further allocated ₹500 crore in the Union Budget 2025-26 to establish a Centre of Excellence in AI for Education, signaling a long-term commitment to embedding AI literacy and skill development nationwide. By combining technical training with ethical guidance, SOAR aims to create a sustainable ecosystem of AI-ready talent, feeding into broader national goals such as Skill India, Atmanirbhar Bharat, and Viksit Bharat@2047.
Experts highlight that early engagement with AI, coupled with teacher training, ensures that students gain both awareness and practical skills, preparing a generation capable of navigating the future of work in an AI-driven economy. By leveraging lessons from past programs while focusing specifically on AI and responsible usage, SOAR could emerge as a landmark initiative in technology education in India.
