India-EU Trade Deal Targets December Signing, Implementation in Early 2027
Commerce and Industry Minister Piyush Goyal on Thursday said India and the European Union are aiming to sign their free trade agreement (FTA) in December 2026, with the pact expected to come into force in February or March 2027.
The proposed timeline remains subject to completion of required approval procedures on both sides.
India and the EU announced the conclusion of FTA negotiations on January 27, 2026. On September 11, the European Commission submitted proposals to the EU Council for signing and concluding the agreement. The pact has not yet entered into force, and the final date will depend on the formal approval process.
The agreement aims to reduce or eliminate tariffs on goods and establish clearer rules for trade in goods and services. According to the European Commission’s proposal, tariffs would be eliminated or reduced on almost 99 per cent of EU imports from India by trade value. India would fully liberalise 93 per cent of its current imports from the EU and partially liberalise a further 3.6 per cent. Some products would have transition periods of three, five or seven years.
Indian exports covered by the agreement include textiles, apparel, chemicals, machinery, metals and petroleum products. Other sectors, including leather and footwear, pharmaceuticals, engineering goods, marine products, processed food, gems and jewellery, may also see changes in market access, depending on the terms for individual products.
The agreement includes provisions on services and sustainable development. Both sides would retain the right to regulate in pursuit of legitimate public policy objectives, according to the published draft text.
The European Commission has said the agreement could create a more predictable trading environment and lower costs for businesses. However, it will become binding only after India and the EU complete their necessary internal legal procedures.
Goyal’s announcement follows the conclusion of negotiations earlier this year and the EU’s move to begin formal approval procedures in September. The proposed December signing and early-2027 rollout remain target dates rather than confirmed implementation milestones.
