India Code Portal Gets AI, Voice Search Boost for Wider Public Access to Laws

Union Minister of State (Independent Charge) for Law and Justice Arjun Ram Meghwal on Thursday unveiled the upgraded India Code Portal, with new digital tools aimed at making legislation easier for citizens, lawyers, researchers and government departments to locate and use.

The redesigned platform combines Central and State laws, subordinate legislation and Union Territory regulations in a more interconnected digital system. Users can now benefit from smarter search and navigation, links between Acts and related rules, access to amendments and legislative history, e-Gazette integration and improved document viewing. A key addition is AI-assisted search and interaction, supported by semantic and speech-based search. The government also plans AI-enabled access to legal information in all 22 languages listed in the Eighth Schedule of the Constitution.

The portal, however, is not a legal-advice service. Its AI capabilities are intended to help users locate and understand legislative material, rather than provide professional legal opinions, determine individual legal rights or recommend litigation strategies. Important legal decisions should continue to be checked against the original legislation and, where necessary, with qualified legal professionals.

There are also limitations associated with AI-based legal search. Automated systems can potentially misinterpret questions, omit relevant provisions or generate inaccurate summaries. Users should therefore verify important information against the authoritative text, amendments and notifications.

At launch, the government has highlighted AI-assisted interaction, semantic search and speech-enabled access. The full scope and availability of every proposed AI and multilingual function may depend on the platform's continuing rollout. The revamped portal also includes a citizen-feedback mechanism, allowing users to submit comments and suggestions. This could help authorities identify search, accessibility and content-related problems.

On data security, the launch announcement provides limited technical information about how AI queries are stored, processed or protected, including whether submitted information could be retained or used for system improvement. Users should therefore avoid entering confidential case information or sensitive personal data until detailed privacy and security safeguards are clearly available.

The portal is ultimately intended to evolve from a static legal repository into a citizen-centric digital gateway to law, improving discoverability, transparency and access to authentic legislative information.
