India advances Bay of Bengal cooperation through BIMReN marine research network

India has taken a major step in strengthening regional collaboration in the Bay of Bengal by hosting the first Biennial Conference of the BIMSTEC-India Marine Research Network (BIMReN) in Kochi from November 4–6. The event marked a significant milestone in promoting scientific research, sustainable fisheries, and the Blue Economy across the region.

Launched in 2024 by the Ministry of External Affairs (MEA), BIMReN connects leading research institutions and scientists across BIMSTEC countries to foster joint research in marine sciences. The network currently links 25 institutions and over 50 researchers, facilitating twinning research grants and split-site PhD fellowships, creating a platform for collaborative innovation in marine resource management.

“This conference is an essential step toward advancing regional cooperation on marine challenges, ecosystem health, and research innovation,” said Randhir Jaiswal, Official Spokesperson for the MEA. “It also helps young scientists form networks, encourages shared research initiatives, and supports the development of coordinated regional policies.”

The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) was established in 1997 to promote regional collaboration across South and Southeast Asia. Initially including Bangladesh, India, Sri Lanka, Thailand, and Myanmar, the group expanded in 2004 with Nepal and Bhutan, forming a seven-member regional alliance.

BIMSTEC connects countries around the Bay of Bengal to advance cooperation in 14 priority sectors, including trade, energy, transport, agriculture, tourism, technology, and environment. Its strategic location allows members to leverage maritime resources, foster trade connectivity, and promote regional development.

Often described as an alternative to SAARC, BIMSTEC allows India to engage effectively with neighbors without the political tensions that have historically hampered SAARC’s initiatives, particularly due to India-Pakistan disputes. This has made BIMSTEC a more flexible platform for practical cooperation in areas like trade, technology, and marine research.

India’s BIMReN initiative, announced by Prime Minister Narendra Modi at the Colombo BIMSTEC Summit in 2022, exemplifies this practical cooperation. The network focuses on regional marine research, studying marine ecosystems, fisheries, and ocean health across BIMSTEC nations. It also emphasizes capacity building, linking young researchers through joint projects and fellowships, and supports Blue Economy promotion by fostering sustainable fisheries in the Bay of Bengal, which accounts for 6% of the world’s fish catch and hosts over a third of the global fishing fleet.

The Kochi conference allowed BIMReN partners to review the outcomes of its pilot phase, share insights, and chart the future of collaborative marine research in the region. It highlighted how scientific innovation and regional cooperation can go hand in hand, contributing not only to knowledge creation but also to sustainable economic development.

With BIMReN, India is demonstrating its long-term commitment to sustainable marine resource management, fostering a collaborative spirit in the Bay of Bengal, and strengthening ties with its BIMSTEC neighbors. The initiative underscores how science and diplomacy can merge to address regional challenges while advancing economic and environmental goals.
