HYDRA Adopts Tech-Driven Strategy to Make Hyderabad Flood-Resilient

As Hyderabad expands at a rapid pace, authorities are racing against time to fix a growing vulnerability urban flooding driven by vanishing water bodies and clogged drainage systems . At the centre of this effort is the Hyderabad Disaster Response and Asset Protection Agency (HYDRA) , which is now pushing a data-driven and enforcement-backed strategy to safeguard the city.

Speaking at a Central Water Commission seminar , HYDRA Commissioner AV Ranganath said the city is moving towards a preventive flood management model , rather than reacting after disasters strike. The approach focuses on early identification of flood-prone zones , restoration of interconnected lakes , and clearing encroachments on nalas and water bodies .

The urgency is evident. Hyderabad’s population has surged from 2.1 million in 1975 to nearly 13 million today , while natural buffers have shrunk dramatically. According to NRSC data , the city has already lost 61% of its lakes , weakening its traditional flood control system. Thousands of drainage channels remain encroached , disrupting the natural flow of rainwater.

Officials say the revival of Hyderabad’s historic chain of lakes is key to reversing this trend. These interconnected water bodies once acted as a natural flood cushion , storing excess rainwater and preventing sudden inundation. HYDRA has taken up 24 lake restoration projects , with three already completed , alongside targeted works on major nalas.

Recent interventions are beginning to show results. Restoration of Bathukamma Kunta has reduced flood risk in surrounding areas, while clearing Patny Nala encroachments brought relief to nine settlements . In Ameerpet , long-standing drainage issues have been addressed, helping control waterlogging during heavy rains.

A major shift has been the use of satellite mapping and geospatial tools to define Full Tank Level (FTL) and buffer zones , enabling stricter enforcement. Backed by legal powers drawn from GHMC, Irrigation, Revenue and Fire departments , HYDRA is now able to take coordinated and swift action against violations.

Authorities also note a gradual rise in public awareness , with homebuyers increasingly checking FTL and buffer limits before investing. Still, officials caution that sustained enforcement and planning will be critical as urbanisation continues to outpace natural resource protection .

The broader goal, Ranganath said, is to build a climate-resilient Hyderabad , where urban growth and environmental safeguards move together , ensuring the city is prepared for the extreme weather challenges of the future.
