
Higher education secretary reviews progress under special campaign 5.0
Dr. Vineet Joshi, Secretary of Higher Education in the Department of Higher Education (DoHE), Ministry of Education, conducted an inspection on 8th October to review cleanliness standards and overall progress under the ongoing Special Campaign 5.0. The inspection took place at the Ministry of Education office premises in Shastri Bhawan, New Delhi, with senior officials in attendance.
Other officials present included Syed Ekram Rizvi, Joint Secretary, DoHE, and Rina Sonowal Kouli, Joint Secretary, DoHE. The review focused on assessing the implementation of cleanliness initiatives, improving efficiency, and setting higher targets across the department’s offices.
Special Campaign 5.0, which commenced its Implementation Phase on 2nd October and will continue until 31st October 2025, aims to address pending matters including Members of Parliament (MP) references, Prime Minister’s Office (PMO) communications, inter-ministerial communications, public grievances, and parliamentary assurances. Participating offices are required to report their progress daily.
The Preparatory Phase of the campaign was conducted from 15th September to 30th September 2025. During this phase, heads and faculties of Centrally Funded Institutions, University Grants Commission (UGC), All India Council for Technical Education (AICTE), and DoHE officials were instructed to set specific targets, identify pending references, and define key areas for cleanliness and space management. Special emphasis was placed on record management, disposal of outdated materials, e-waste management, and office beautification.
The Department of Higher Education is committed to making Special Campaign 5.0 more effective than its predecessor, Special Campaign 4.0, by raising goals, improving office efficiency, enhancing digitalisation, and accelerating disposal of outdated records and e-waste. The campaign underlines the Ministry of Education’s ongoing efforts to strengthen administrative efficiency and promote Swachhata (cleanliness) across its offices.
