HCL Tech, Sarvam AI to Invest Over ₹15,000 Crore in Odisha AI, IT Projects

The Odisha government on Friday signed two memoranda of understanding (MoUs) with HCL Technologies and Sarvam AI for establishing an artificial intelligence (AI) data centre and a global delivery centre in Khurda district, with the combined investment expected to exceed ₹15,000 crore over the next five years.

The agreements were signed by the state's Electronics and IT Department in the presence of Chief Minister Mohan Charan Majhi. Under the partnership, HCL Technologies, with support from Sarvam AI, will establish its first AI data centre in Odisha, while HCL will independently set up a global delivery centre.

According to the company, the AI data centre project alone involves a planned capital investment of ₹14,257 crore, including financial assistance from the Odisha government. The facility will be developed at the proposed Odisha Sovereign AI Park.

Chief Minister Majhi said the projects would strengthen Odisha's technology ecosystem and create employment opportunities for thousands of highly skilled youth. He also highlighted the growing role of indigenous AI technologies in India's digital transformation.

The Chief Minister's Office said the initiatives would enhance the state's capabilities in emerging technologies, accelerate the growth of the IT and IT-enabled services sector, and help attract further high-value investments.

HCL Technologies Chairperson Roshni Nadar Malhotra said the initiative aligns with the visions of Digital India and Atmanirbhar Bharat, while emphasising the company's efforts to support India's sovereign AI ecosystem through investments and partnerships.

Sarvam AI co-founder Pratyush Kumar said the Odisha Sovereign AI Park would bring together high-performance computing infrastructure, Indian AI models and real-world applications, enabling AI capabilities to be deployed at scale across enterprises and public systems.
