Gwalior Telecom Manufacturing Zone to Attract Rs 5,500 Crore, Create 18,000 Jobs

The proposed Telecom Manufacturing Zone (TMZ) in Gwalior has attracted investment interest from 24 companies, with proposals worth around Rs 5,500 crore, Union Minister Jyotiraditya Scindia said.

The project, which is being positioned as Asia's first dedicated telecom manufacturing zone, is expected to generate around 18,000 jobs and establish Gwalior as a major centre for telecom-related production.

The first phase will be spread across 170 acres. The Centre has committed Rs 493 crore in funding support for the initial phase, while the Madhya Pradesh government is providing land and offering incentives to attract manufacturers.

Scindia said demand from prospective investors has already surpassed the land available for the first phase. The authorities will therefore identify additional land to accommodate expansion as more companies come forward.

The proposed zone is intended to bring several segments of the telecom industry together, including telecom equipment, optical fibre, routers, mobile devices, research and development, and emerging 5G and 6G technologies. The integrated setup is expected to strengthen domestic manufacturing capabilities, encourage technology development and create opportunities for exports.

Among companies publicly associated with proposed investments are Dixon Technologies, HFCL and VVDN Technologies. Dixon has proposed a facility for optical transducers and telecom routers, while HFCL has proposed an optical solutions plant. VVDN Technologies has proposed an R&D and design facility.

The Centre and Madhya Pradesh government signed an MoU in July 2026 for the TMZ. Investor outreach programmes were subsequently held in Delhi and Mumbai, where companies expressed proposals worth Rs 3,500 crore and Rs 2,000 crore, respectively.

Scindia also highlighted Gwalior's connectivity, infrastructure and skilled workforce as advantages for investors. An approximately 120-km Agra-Gwalior high-speed corridor is being developed to improve links with Delhi and other major markets.

The minister is scheduled to participate in a telecom investor roadshow in Bengaluru on September 22.
