
Gurugram Crackdown: 4 DLF Phase 3 Buildings Sealed Over Illegal Construction, PGs
The Town and Country Planning Department (DTCP) has intensified its crackdown on unauthorised construction and commercial activity in DLF Phase 3, sealing four buildings and demolishing illegal structures created in stilt parking.
The enforcement drive, led by District Town Planner (Enforcement) Amit Madholia, targeted violations that officials said breached sanctioned building plans and Haryana’s building regulations. The action also cleared about 1.5 km of Right of Way (RoW) allegedly occupied by encroachments.
In one stilt-plus-four-storey building on a plot of nearly 1,000 square yards, around 500 square metres of the stilt area had been enclosed instead of being retained for parking. Officials found a projector room, bar room, bedroom, drawing room, lift lobby and additional toilets. The structures were demolished with a bulldozer.
Floor owners told the enforcement team that builder Jatin Arora had developed and sold the additional stilt space to them, but was no longer responding to calls. Officials warned buyers against purchasing such illegally carved-out spaces.
The drive also exposed unauthorised commercial accommodation. A building with only stilt-plus-two floors sanctioned allegedly had two additional floors and was operating as a 28-room PG; it was sealed. An unauthorised guest house with 10 rooms, along with a dry-cleaning and laundry operation in its basement, was also sealed.
At another property, 36 rooms were reportedly being constructed in a stilt-plus-four-storey building and had reached the finishing stage. The entire structure was sealed.
Under Haryana’s building framework, stilt areas are intended to remain largely unenclosed and available for parking, subject to permitted construction limits. Converting them into rooms or commercial space can trigger enforcement action.
Authorities are expected to continue inspections, sealing and demolition where violations persist, while requiring restoration to sanctioned plans where applicable. Encroachments on public RoW can also be removed. The wider enforcement campaign is continuing across DLF Phases 1 to 5, with officials stressing that unauthorised construction and commercial activity will face action.
The crackdown underscores risks for owners who buy or operate illegally altered spaces.
