Govt releases paper on proposed changes to quarterly GDP, sub-national accounts

The Ministry of Statistics and Programme Implementation (MoSPI) on Friday released a discussion paper proposing changes in the methodology for compiling the Quarterly Gross Domestic Product (GDP) series and Sub-national Accounts , as part of the ongoing revision of India’s national accounts base year.

The new series of National Accounts Statistics, with FY 2022–23 as the base year , is scheduled to be released on February 27, 2026 , according to the ministry. The revision exercise is aimed at ensuring that official economic estimates better reflect the current structure of the Indian economy and incorporate improved data sources and statistical practices.

The Advisory Committee on National Account Statistics (ACNAS) has been constituted by the Ministry of Statistics & Programme Implementation (MoSPI) under the chairmanship of Professor B.N. Goldar to advise the ministry on improving India’s national accounts statistics. Its role includes recommending new data sources and methodological improvements for compiling and presenting national accounts data for economic analysis and policy use. The committee includes representatives from central ministries, state governments, academia, and research institutions.

The discussion paper released on Friday is the third in a series of papers planned by the ministry to inform users about the proposed methodological changes under the new national accounts series. The first discussion paper, issued in November 2025, focused on changes in the compilation of macroeconomic aggregates using the production and income approach, while the second paper, released in December 2025, outlined proposed improvements in the compilation of GDP estimates using the expenditure approach.

The latest paper focuses specifically on changes in the methodology for estimating quarterly GDP and sub-national accounts , including state-level economic indicators. According to the ministry, the proposed revisions are intended to improve the timeliness, consistency and analytical usefulness of quarterly GDP estimates and to strengthen the reliability of state-level economic data used for planning and policy decisions.

MoSPI has invited comments and feedback from experts, academicians, government bodies, state governments, financial institutions, users of national accounts data and other stakeholders on the discussion paper. Suggestions may be submitted to the ministry through the designated email addresses by February 5, 2026 .

The discussion paper has been made available on the official MoSPI website, and the feedback received during the consultation process will be considered while finalising the methodology for the new national accounts series.
