The Ministry of Social Justice & Empowerment has launched the SMILE–Beggary Survey Mobile Application at a three-day Chintan Shivir in Chandigarh, marking a significant push toward technology-driven rehabilitation of persons engaged in begging . The initiative is part of the broader SMILE (Support for Marginalized Individuals for Livelihood and Enterprise) scheme, a ₹390 crore programme (2021–2026) aimed at achieving a “Bhiksha Vritti Mukt Bharat” through structured and humane interventions.

At its core, the application digitises the identification and survey process , widely seen as the weakest link in rehabilitation efforts. Field officials can now carry out real-time data collection , capturing details such as demographics, health conditions, disabilities, family background, and causes of vulnerability . This replaces fragmented paper-based systems with a centralised, transparent, and continuously updated database , enabling faster and more accurate decision-making.

The scale of the challenge highlights the importance of such a tool. According to official estimates, India had around 4.1 lakh persons engaged in begging (Census 2011) . Under the SMILE programme so far, authorities have identified 31,055 individuals , of whom approximately 9,855–9,935 have been rehabilitated , translating to a rehabilitation rate of roughly one-third . The scheme is currently operational in 181 cities across India , having expanded from an initial focus on 30 major urban centres , but coverage still represents less than 10% of the estimated population , pointing to significant gaps in identification.

Officials say the new app is designed to address these gaps by tackling persistent issues such as delayed reporting, duplication of records, and lack of post-rehabilitation tracking . With built-in analytics dashboards, geo-tagging of begging hotspots, and real-time monitoring tools , authorities can track performance across cities, identify high-density zones, and allocate resources more efficiently.

The application strengthens every stage of the rehabilitation pipeline—from survey and rescue to shelter, skill development, and reintegration . Once identified, individuals can be linked to shelter homes, healthcare services, counselling, de-addiction programmes, vocational training, and employment opportunities . Crucially, the system enables end-to-end tracking , allowing authorities to monitor whether beneficiaries complete rehabilitation or relapse, an area where data has historically been limited.

Ground-level evidence from early SMILE implementations underscores the potential of a data-driven approach . In Madurai , structured surveys and coordinated interventions have reportedly led to a 40% reduction in begging , with over 500 individuals rehabilitated between 2023 and 2025 , and up to 90% decline in some identified hotspots . At the national level, nearly 10,000 individuals have been rehabilitated since 2023 , demonstrating measurable progress even before the introduction of a unified digital platform.

The newly launched mobile application is expected to scale these successes nationwide , improving coordination among district administrations, urban local bodies, NGOs, and shelter institutions through a shared digital system. It also enhances accountability , enabling authorities to measure outcomes based on rehabilitation and reintegration rather than just rescue operations.

Beyond administrative improvements, the initiative reflects a broader policy shift—from treating begging as a law-and-order issue to addressing it as a matter of social welfare, dignity, and inclusion . By enabling targeted, evidence-based interventions , the government aims to ensure rehabilitation goes beyond removing individuals from the streets to providing sustainable livelihoods and long-term social integration .

While the app itself has just been rolled out and its independent impact will become clearer over time, it is expected to bridge critical gaps in coverage, tracking, and efficiency . By making vulnerable populations visible in real-time systems and enabling continuous monitoring, the SMILE–Beggary app could play a key role in accelerating India’s progress toward a more inclusive and beggary-free society .
