
Government launches India’s first integrated support system for the hearing impaired
In a significant move to strengthen inclusion and accessibility, the Union government on Thursday signed an agreement with a consortium of organisations to establish India’s first integrated support model for persons with hearing impairment, aimed at improving opportunities from early education to employment.
The Department of Empowerment of Persons with Disabilities (DEPwD) under the Ministry of Social Justice and Empowerment entered into a partnership with a group of organisations collectively known as the “Coalition of the Willing.” The Memorandum of Understanding (MoU) was signed in New Delhi in the presence of DEPwD Secretary V. Vidhyavathi , Additional Secretary Manmeet Kaur Nanda , and other officials.
According to the government, the initiative will introduce a life-cycle approach to empowerment , ensuring that individuals with hearing impairment receive support at every stage of life. The programme will focus on early intervention , improving access to specialised education and inclusive learning environments so that children with hearing disabilities receive timely assistance.
Another key focus of the initiative is the development and expansion of assistive technologies that can help individuals communicate more effectively in classrooms, workplaces, and everyday interactions. The collaboration will also promote the use and learning of Indian Sign Language , including the development of digital content and training programmes to strengthen accessibility.
The partnership will also work towards creating skill development programmes and employment opportunities for persons with hearing impairment. Through vocational training, career support and job linkages, the initiative aims to ensure greater participation of hearing-impaired individuals in the workforce.
The Coalition of the Willing includes organisations working in technology, education and accessibility such as Yunikee (Gopalakrishnan Foundation for the Deaf), Blee Tech Innovations Pvt. Ltd., Training and Educational Centre for Hearing Impaired (TEACH), WinVinaya Foundation, Buddy4Study India Foundation, VCrop Technologies Pvt. Ltd., and the Indian Sign Language Research and Training Centre (ISLRTC).
