Goa nightclub fire kills 25, triggers magisterial probe

At least 25 people lost their lives and six others were injured after a massive fire broke out at a popular nightclub in North Goa after midnight on Sunday, triggering a nationwide outcry over safety violations and regulatory failures.

The fire engulfed Birch by Romeo Lane , a party venue located in Arpora village, around 25 km from Panaji. What began as a small blaze rapidly turned into a deadly inferno, trapping dozens of people inside. Rescue teams said most victims died due to smoke inhalation and suffocation rather than burn injuries.

Police confirmed that the dead include 14 staff members, four tourists, and seven individuals whose identities are still being verified. Six injured persons were rushed to Goa Medical College and Hospital and remain under treatment. The condition of some of them is said to be critical.

The nightclub was reportedly opened in 2024, riding on the growing nightlife and tourism boom in Goa. It quickly became a popular venue for late-night parties and events, especially during peak tourist season.

Serious questions have been raised about how the club was allowed to function despite alleged violations.

According to local authorities, the structure housing the club did not have a valid construction licence and had earlier been served a demolition notice by the village panchayat. However, the notice was reportedly stayed after intervention by higher administrative authorities.

Chief Minister Pramod Sawant confirmed that the club had not complied with fire-safety norms and stated that action would be taken not just against the club management but also against officials who permitted the establishment to operate despite safety lapses.

Investigators are now examining which departments including local municipal, panchayat and fire safety clearance authorities allowed the club to run.

The exact cause of the fire is yet to be officially confirmed. Preliminary reports suggest the possibility of a gas cylinder explosion or electrical short circuit, but forensic teams are still investigating. Officials said flammable decorative materials and narrow exit points worsened the tragedy.

A criminal case has been registered by the Goa Police in connection with the deadly fire, and the club’s owners, senior managers and event organisers have been named in the FIR for alleged criminal negligence and safety violations. Several members of the club’s management including operational and security staff have been arrested, while others have been detained for questioning as investigators continue to examine how the venue was allowed to function without adequate fire-safety arrangements. Authorities have clarified that the investigation is ongoing and additional arrests may follow based on forensic findings and the outcome of the magisterial inquiry.

A magisterial inquiry has been ordered to identify accountability at all levels, including administrative approvals, fire safety clearances and enforcement failures.

Chief Minister Pramod Sawant visited the site and called the incident “deeply unfortunate,” especially as it occurred during Goa’s peak tourist season. He assured that a detailed inquiry would be carried out and strict action would be taken against all those found responsible, including government officials.

Prime Minister Narendra Modi expressed grief over the loss of lives and announced ex-gratia compensation from national relief funds for the families of the deceased and for the injured.

The Governor and senior state officials also conveyed condolences and directed district officials to ensure proper medical care and logistical support to families.

Local panchayat officials said there had been earlier complaints regarding the club’s construction and operational safety. Though no major fire incident was earlier reported at this venue, authorities acknowledged that repeated warnings about illegal construction and safety shortcuts were allegedly ignored.

The tragedy has sparked public anger and renewed debate over illegal structures, nightclub safety and government accountability in Goa’s tourism sector. Several civil society groups and opposition parties have demanded a state-wide safety audit of all entertainment venues.
