
Ganga in Crisis: A Sacred River Strangled by Sewage and Waste
The Ganga revered as Mother Ganga today bears the scars of modern India’s pollution crisis. In the plains of Uttar Pradesh, Bihar and West Bengal, vast volumes of untreated sewage, industrial effluent and tannery waste flow daily into the river, turning stretches into toxic conduits rather than life-giving waters. Across hundreds of monitoring stations, faecal coliform levels remain far above safe limits, and sewage accounts for more than 70–80% of the pollution load entering the river. At key urban centres, drains discharge millions of litres of waste; in Uttar Pradesh alone, more than 66% of drains empty untreated sewage into the Ganga and its tributaries. This onslaught has devastated native aquatic life fish species, turtles and Gangetic dolphins struggle to survive, replaced in some reaches by pollution-tolerant and invasive organisms.
The Ganga’s Geography and the Path of Its Pollution
The Ganga originates at the Gangotri Glacier in Uttarakhand and flows for over 2,500 km through Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal before draining into the Bay of Bengal. Its vast basin supports nearly 450 million people and includes major tributaries such as the Yamuna, Ghaghara, Gandak and Kosi. While the upper Himalayan reaches remain relatively cleaner, pollution begins early as the river passes through growing towns like Rishikesh and Haridwar, where untreated domestic sewage, hotel waste and runoff from settlements enter the river. Once in the plains, the scale of contamination multiplies sharply. Uttar Pradesh contributes the largest pollution load, with major cities such as Kanpur, Prayagraj and Varanasi discharging massive quantities of untreated municipal sewage through open drains. Industrial effluents worsen the crisis, particularly in Kanpur, where hundreds of tanneries have historically released chromium-rich waste into the river, turning stretches of water into a toxic mix of sewage and chemicals. In Bihar and Jharkhand, inadequate sewage infrastructure in urban centres and agricultural runoff laden with fertilisers and animal waste further degrade water quality. By the time the river reaches West Bengal, untreated municipal waste from dense urban settlements and industrial clusters adds to the cumulative pollution burden. Across all these states, stormwater drains carry plastics, refuse and organic waste into the river, making pollution a continuous, multi-source process rather than an isolated failure a stark contrast to the river’s once pristine flow.
Scientific Reality: What the Data Reveals
Despite claims of improvement, pollution indicators tell a stubborn story. Water quality assessments show that Biochemical Oxygen Demand (BOD) and faecal contamination often remain dangerously high in key stretches of the river. While water fit for bathing should have a BOD of 3 mg/L or less, several stretches of the Ganga regularly record BOD levels between 5 and 10 mg/L, and even higher downstream of major cities. Faecal coliform counts, which should not exceed 2,500 MPN per 100 ml, frequently rise to 50,000–1,00,000 MPN per 100 ml near urban discharge points such as Kanpur, Prayagraj and Varanasi, indicating heavy sewage contamination. In these polluted stretches, dissolved oxygen levels fall close to or below the survival threshold for aquatic life, severely stressing fish populations and other native species, meaning oxygen levels are suppressed and organic waste dominates the flow. Even where some Sewage Treatment Plants (STPs) have been commissioned, a significant share of sewage continues untreated only about 52% of the targeted sewage treatment capacity under the central Namami Gange programme is operational, leaving large volumes of raw waste flowing into the river daily.
Government Initiatives: Ambitious Programmes, Patchy Results
India’s first major attempt to clean the Ganga began in 1985 with the Ganga Action Plan (GAP), followed by GAP Phases I and II and later the National River Conservation Plan (NRCP). Over nearly three decades, these programmes consumed several thousand crore rupees but delivered little improvement. Chronic under-capacity sewage treatment plants, poor maintenance, weak coordination with states and urban bodies, and lack of accountability ensured that sewage generation consistently outpaced treatment, leaving most drains untreated and pollution levels largely unchanged.
In 2014, these efforts were subsumed under the Namami Gange Mission, launched with ₹20,000 crore and later expanded to over ₹42,000 crore. Since then, over 500 projects, including 216 sewerage schemes targeting 6,500 MLD of treatment capacity, have been sanctioned, and new STPs commissioned in cities such as Agra, Kanpur and Varanasi. Yet results remain uneven: only about two-thirds of funds have been utilised, many plants operate below capacity or fail quality norms, and untreated sewage continues to flow into the river through hundreds of open drains as cities expand.
Judicial scrutiny has been continuous. Through the M.C. Mehta vs Union of India cases, the Supreme Court has repeatedly ordered action against polluting industries, especially Kanpur’s tanneries, and demanded time-bound sewage treatment. The Supreme Court and the National Green Tribunal continue to monitor compliance. Yet enforcement remains weak, with industries flouting norms, municipal bodies bypassing treatment systems during peak flows, and raw sewage still visible entering the river near major ghats underscoring the persistent gap between policy, court orders and ground reality.
What Happens If Ganga Crosses the Point of No Return
If the degradation continues unchecked, the Ganga could face irreversible ecological collapse. Loss of biodiversity would become entrenched, disease risks for riverside populations would rise, and India’s water security would be imperiled. Moreover, the cultural and spiritual identity tied to the river would be hollowed out a river once central to life and livelihood turned into a polluted drain.
Beyond Schemes to Enforcement
Cleaning the Ganga requires more than schemes and announcements: it demands strict enforcement of environmental laws, full utilisation of allocated funds, rigorous monitoring of sewage and industrial discharges, and a genuine overhaul of urban waste management. STPs must operate at full capacity with real-time oversight, polluting industries must face stringent penalties, and civic participation must be harnessed to protect tributaries as well. Above all, political will must match the millions spent in the name of Ganga restoration. Without this, the river’s decline will continue and so will the betrayal of India’s most sacred waterway.
