From conflict zone to growth corridor: Chhattisgarh’s post Naxal vision takes shape

In a significant policy shift, Chief Minister Vishnu Deo Sai has outlined an ambitious development roadmap for Chhattisgarh , marking what the state describes as a new chapter after being declared Naxal free .

Just weeks after the announcement, the government is moving its focus away from internal security operations toward large scale rural transformation , rehabilitation of surrendered cadres, and long term economic revival in formerly affected regions.

The chief minister said the priority now is to ensure that development reaches remote areas that were once cut off due to conflict. He credited the combined efforts of the central leadership under Prime Minister Narendra Modi and the strategic security push led by Union Home Minister Amit Shah for what he described as a turning point in ending decades of insurgency.

One of the key pillars of the new strategy is the transformation of Bastar , a region long associated with violence, into a hub for tourism, agriculture, and sustainable livelihoods . Under the Bastar 2.0 plan , the state aims to promote homestays, fisheries, forest based enterprises, and value addition to local produce, while gradually exploring mining opportunities at a later stage.

A major infrastructure push is also underway through the Niyad Nellanar initiative , which focuses on connecting remote tribal villages with roads, mobile networks, electricity, clean water, schools, and healthcare . Officials say more than 500 previously inaccessible villages are already being covered under various schemes.

The state has also approved major irrigation investments on the Indravati River to strengthen agricultural productivity and rural incomes.

On rehabilitation, the government plans structured support for around 3,000 surrendered individuals , including monthly financial assistance, one time grants, land allocation, and skill development programmes. The chief minister said the goal is to ensure that those who left the path of violence can reintegrate into society with dignity and stable livelihoods .

He emphasized that sustained development, not just security presence, will ensure lasting peace, adding that improved basic services are already creating what he called a development shield in the region.

With this transition, Chhattisgarh is attempting to reimagine its most conflict affected regions as engines of growth, stability, and opportunity .
