Ex-Russian deputy defence minister Pavel Popov jailed 19 years for corruption

A Moscow military court has sentenced Pavel Popov, the Former Russian Deputy Defence Minister , to 19 years in a maximum-security prison in a major corruption case tied to Russia’s defence establishment.

The verdict centres on alleged financial misconduct linked to Patriot Park, a large military-themed complex associated with former Defence Minister Sergei Shoigu. Often described as “military Disneyland,” the site showcases Soviet and Russian weaponry and includes museums, a firing range, an air base, conference facilities, and a cathedral dedicated to the Russian Armed Forces. Russian President Vladimir Putin had previously supported elements of the project, including funding for religious installations.

Investigators said Popov, who oversaw the park’s development and maintenance, was involved in diverting state funds and construction materials for personal benefit. The misused resources were reportedly channelled into renovating his private property near Moscow, including a bathhouse. The total misappropriated amount is estimated at over 25 million rubles , with broader losses cited in related claims.

Court findings stated Popov was convicted on multiple charges including fraud, bribery, abuse of power, and official forgery . State media outlets RIA Novosti and TASS reported that he denied all allegations and maintained his innocence throughout the proceedings.

In addition to the prison term, the court imposed an 85 million ruble fine , ordered asset confiscation , and stripped Popov of his military rank and state honours. He also faces further civil penalties related to damages claimed by defence authorities.

Popov reportedly did not attend court physically, participating via video link, and his lawyer confirmed plans to appeal the verdict .

Two co-defendants, including the director of Patriot Park and Maj. Gen. Vladimir Shesterov of the Defence Ministry’s innovations department, were also convicted and sentenced to five to six years in prison .

The case is part of a wider anti-corruption drive targeting senior defence officials linked to Russia’s military leadership under Shoigu, with multiple arrests and convictions reported since 2024 amid an ongoing internal crackdown.
