Chief Minister N. Chandrababu Naidu reaffirmed his government’s commitment to ensuring that every landowner has full control over their property while providing citizens with confidence and security over their lands. Speaking at the ‘ Mee Bhoomi Mee Hakku ’ program in Bapatla district , he launched the Bhoosurvey 2.0 portal and distributed new, technologically advanced land passbooks to farmers.

The Chief Minister announced that by March 2027 , the state aims to complete the land survey process and provide modern passbooks to over 1.12 crore landowners across Andhra Pradesh.

Modern Technology to Safeguard Land Records

CM Naidu highlighted that his administration is correcting errors in land records caused by previous governments. The newly issued passbooks include advanced security features and QR codes , while blockchain technology , e-KYC , and Aadhaar integration ensure that land data remains fully secure. A “digital locking” system prevents any transaction without the owner’s consent.

To date, 21.2 lakh passbooks have already been distributed, with another 1.5 lakh planned this month and 9 lakh more by July.

Legal Reforms Reduce Disputes

The Chief Minister criticized the former government for printing individual photos on passbooks under the now-repealed Land Titling Act , which had caused confusion among farmers. About 1.3 lakh acres of service lands have been cleared from contentious lists, and solutions for another 1 lakh acres are underway.

The survey has covered 16,800 villages , with 7,000 villages already completed. The remaining villages are being surveyed progressively.

Driving Holistic Development

CM Naidu emphasized that the government is focused on comprehensive development. Initiatives in tourism , seaweed cultivation , and fisheries aim to generate employment opportunities, while protecting local fishermen from outside competition.

Through solar rooftop programs , electricity costs will be reduced for citizens. Government employees and pensioners continue to receive salaries on time, on the first of every month.

Restoring Confidence Among Landowners

The Chief Minister expressed concern over the fear and uncertainty caused by corruption in the past and stressed that transparent governance is now a priority. He said Andhra Pradesh will advance through reconstruction and modernization, positioning the state as a national leader in land management and development.
