EU hosts rival two-state peace push in Brussels amid Gaza-West Bank crisis, countering Trump plan

Brussels is hosting a major international event today aimed at advancing a two-state solution for Palestine , bringing together more than 60 countries under the Global Alliance for the Implementation of the Two-State Solution . The initiative is widely seen as a European-led effort that effectively rivals US President Donald Trump’s proposed Board of Peace , as the European Union seeks to assert its role in shaping Middle East diplomacy.

The conference, co-chaired by EU foreign policy chief Kaja Kallas and Belgian Foreign Minister Maxime Prevot, brings Palestinian Prime Minister Mohamed Mustafa into direct talks with global partners focused on security, governance and long-term stability in Gaza, the West Bank and Israel. European officials say the move reflects concern that the EU risks being sidelined in a region where it is geographically close, financially deeply invested, and politically affected.

The EU is the largest donor to the Palestinian Authority and views the worsening humanitarian crisis in Gaza and escalating violence in the West Bank as a direct threat to regional stability. Officials argue that Europe has both a strategic and moral responsibility to remain actively involved in shaping a political solution rather than leaving the process to competing unilateral frameworks.

Mustafa called for a unified Palestinian governance structure , a single authority in Gaza, and the gradual disarmament of armed groups, alongside full Israeli withdrawal from Gaza. He stressed “one government, one law and one security system” as essential for stability.

However, international participants also acknowledge that no framework can be implemented without Israel’s involvement under Prime Minister Benjamin Netanyahu, whose government controls key security and territorial access. While some European leaders discuss possible pressure measures on Israeli settlement activity, others caution that excluding Israel would make any plan unworkable on the ground.
