EU freezes Russian assets to support Ukraine amid Moscow-Friendly opposition

The European Union on Friday indefinitely froze Russian assets in Europe, aiming to ensure that Hungary and Slovakia both with Moscow-friendly governments cannot block billions of euros intended to support Ukraine. The decision was made using a special procedure designed for economic emergencies , allowing the bloc to act swiftly and prevent any single member state from delaying the process.

EU Council President Antonio Costa said the move fulfilled the commitment made by European leaders in October “to keep Russian assets immobilised until Russia ends its war of aggression against Ukraine and compensates for the damage caused.” The freeze will remain in place until Russia ends its war and makes reparations for the destruction inflicted over nearly four years .

The conflict has imposed a huge financial and military burden on Ukraine. The country has suffered tens of billions of euros in damage to infrastructure, including roads, bridges, schools, hospitals, and energy facilities. Its government has faced enormous budgetary pressure, diverting resources to defense and humanitarian needs, while foreign and domestic investment has slowed. Militarily, Ukraine continues to face casualties, a constant demand for weapons and equipment, and ongoing territorial security challenges.

The frozen assets, which include funds from the Russian Central Bank , could now be used to underwrite a large loan to help Ukraine meet its financial and military needs over the next two years . By acting through this special EU procedure, Budapest and Bratislava, two countries that might have blocked the use of the funds due to their pro-Russia stances, cannot prevent the support from reaching Ukraine.

While the plan shows strong EU commitment, challenges remain. Legal and logistical hurdles must be overcome to convert frozen assets into usable aid, and Russia may contest the freeze in international courts. Nonetheless, the move marks a significant step in providing Ukraine with long-term financial and military support while keeping pressure on Russia to end the conflict.
