
E-Observer system modernizes Indian fisheries
India’s fisheries and seafood industry is riding a wave of transformation. With a coastline exceeding 8,000 kilometers and access to one of the world’s richest marine ecosystems, the sector is not just a source of livelihood for millions, but also a key contributor to India’s export economy. Recent initiatives, technological upgrades, and government schemes are positioning India to emerge as a global leader in sustainable fisheries.
In a recent statement in Kochi, Union Fisheries Secretary Abhilaksh Likhi announced that the central government will soon roll out an onboard electronic observer system for remote monitoring and recording of marine fish catch. He highlighted that the system is designed to provide accurate scientific data for stock assessment and fisheries management by monitoring operations across various vessel types. Likhi made these remarks while inaugurating a five-day global workshop on species identification organized by the Indian Ocean Tuna Commission (IOTC) and the Fisheries Survey of India (FSI). According to him, electronic monitoring and efficient data collection on tuna and tuna-like fish catches are critical to improving the management of these fisheries in line with IOTC guidelines, which mandate observer coverage and electronic monitoring. The e-observer is being developed by the FSI under the Fisheries Ministry and represents a significant step toward modernizing India’s fisheries data management system.
India’s fisheries are concentrated in coastal states with major ports and a strong fishing infrastructure. Andhra Pradesh leads the nation in seafood exports, accounting for around 32% of total shipments. Tamil Nadu, Kerala, Gujarat, and Maharashtra also contribute significantly, with ports such as Chennai, Tuticorin, Kochi, and Veraval handling large volumes of marine produce. The country produces roughly 4.7–5 million tonnes of marine fish annually, with shrimp and tuna being the most valuable exports. In the fiscal year 2023–24, India exported nearly 1.78 million tonnes of seafood, valued at ₹60,523.89 crore (approximately $7.38 billion), demonstrating strong post-COVID recovery and rising global demand for Indian seafood.
Despite these gains, India faces stiff competition from countries like Thailand, Vietnam, Indonesia, Ecuador, and China, which dominate shrimp, tuna, and processed seafood exports. These competitors benefit from advanced processing technology, streamlined logistics, and established market presence. To surpass them, India must adopt innovations, modernize infrastructure, and strengthen sustainability and traceability in its fisheries sector.
A significant breakthrough in this regard is the development of the onboard electronic observer system by the Fisheries Survey of India. This system equips fishing vessels with cameras, sensors, and GPS-enabled monitoring to collect real-time data on catch volume, species, and fishing activity. It ensures scientific stock assessment, compliance with Indian Ocean Tuna Commission guidelines, and promotes sustainable fishing practices. Alongside this, innovations such as super-intensive shrimp farming techniques introduced by the Central Institute of Brackishwater Aquaculture have achieved yields of 40–50 tonnes per hectare per cycle, far exceeding traditional methods. These advancements reflect India’s commitment to integrating technology and sustainability into its fisheries ecosystem.
The government has also launched key initiatives to strengthen the sector. The Pradhan Mantri Matsya Sampada Yojana, with an outlay of ₹17,210.46 crore, aims to enhance production, welfare, and infrastructure. Meanwhile, the Fisheries and Aquaculture Infrastructure Development Fund supports cold storage, processing units, and logistics to reduce post-harvest losses. These investments, combined with technological upgrades, are critical to improving productivity and enabling India’s seafood industry to compete on the global stage.
Despite progress, challenges remain. Environmental risks, highlighted by incidents such as the MSC Elsa 3 shipwreck off Kochi, demonstrate the vulnerability of marine ecosystems to pollution. Overfishing and the sustainability of fish stocks remain pressing concerns, while infrastructure gaps in cold chains, storage, and modern ports continue to hinder growth. Furthermore, meeting international sustainability and certification standards is essential to maintain access to major export markets.
India’s path to becoming a top seafood exporter lies in combining technology, sustainability, and infrastructure. Expanding the use of electronic monitoring and digital reporting across fishing fleets, strengthening cold storage and logistics networks, promoting eco-labeling and sustainable aquaculture practices, and fostering regional and international collaborations are crucial steps. By implementing these measures, India can enhance efficiency, ensure sustainable practices, and meet global market expectations.
India’s fisheries sector is at a pivotal moment. By leveraging technological innovation, implementing strategic government initiatives, and committing to sustainability, the country can navigate the challenges of the modern seafood industry. The result will be a stronger global presence, higher export revenues, and the protection of livelihoods for millions of coastal communities.
