Editorial: Preparing for a Possible Drought – A Call for Collective Action

The possibility of a drought in India this year, triggered by the expected El Niño phenomenon, has begun to occupy the attention of meteorologists, policymakers, and farmers alike. Though the monsoon forecast is not yet final, early signals suggest that rainfall could be below normal in several parts of the country, including parts of South India. In a nation where agriculture, drinking water supply, and rural livelihoods depend heavily on monsoon rains, even a slight deviation in rainfall can have far-reaching consequences. Therefore, the emerging warnings should not be ignored. Instead, they should prompt immediate preparation and thoughtful action at every level of society.

India has historically been vulnerable to droughts. From the arid plains of Rajasthan to the semi-arid regions of the Deccan plateau, large parts of the country face water scarcity whenever monsoon rains weaken. States such as Andhra Pradesh, Telangana, Karnataka, and Tamil Nadu are particularly sensitive to rainfall fluctuations. Farmers in these regions often depend on seasonal rains to cultivate crops like paddy, cotton, groundnut, and pulses. When rains fail, crops fail, incomes decline, and rural distress spreads rapidly.

The lesson from past droughts is clear: preparation must begin before the crisis arrives. Waiting until reservoirs dry up or crops wither is neither wise nor effective. Governments, institutions, and communities must treat the possibility of drought as a serious warning and adopt preventive measures well in advance.

One of the most important areas that requires immediate attention is water conservation. India receives a large volume of rainfall during the monsoon season, but a significant portion of this water is lost through runoff due to inadequate storage systems. Traditional water bodies such as tanks, ponds, and village lakes once played a vital role in storing rainwater. Over time, many of these structures have been neglected, encroached upon, or filled with silt. Reviving these water bodies through desilting, restoration, and proper maintenance can greatly enhance water availability during dry periods.

Rainwater harvesting must also become a widespread practice. In both rural and urban areas, rooftop rainwater harvesting systems can capture valuable rainwater that would otherwise be wasted. Governments should strictly enforce building regulations that mandate such systems in residential and commercial buildings. When millions of households contribute to rainwater collection, the cumulative benefit can be enormous.

Agriculture must also adapt to changing climatic realities. In drought-prone years, cultivating water-intensive crops can lead to heavy losses. Agricultural experts and extension workers should guide farmers toward drought-resistant and less water-demanding crops such as millets, pulses, and oilseeds. In fact, millets—once the staple food in many regions of India—are naturally resilient to dry conditions and require far less water compared to crops like rice.

Equally important is the promotion of efficient irrigation techniques. Traditional flood irrigation often leads to wastage of water. Modern systems such as drip irrigation and sprinkler irrigation deliver water directly to plant roots and minimize evaporation losses. Governments should expand subsidies and support programs to encourage farmers to adopt these technologies.

Another pressing concern is the over-exploitation of groundwater resources. In many parts of South India, farmers rely heavily on borewells to irrigate crops. Excessive extraction without sufficient recharge has caused groundwater levels to fall dramatically. If a weak monsoon further reduces groundwater recharge, the crisis could deepen. To address this, authorities must promote the construction of recharge structures such as check dams, percolation tanks, and recharge wells. Protecting groundwater today is essential for securing water tomorrow.

Urban areas must also play their role in drought preparedness. Cities across India frequently face water shortages during dry seasons. Rapid urbanization has increased water demand while reducing natural recharge areas. Municipal authorities should repair leaking pipelines, promote wastewater recycling, and encourage citizens to practice water conservation in daily life. Small actions such as fixing leaking taps, reusing household water for gardening, and reducing unnecessary consumption can collectively make a significant difference.

Apart from water management, institutional preparedness is equally important. Governments must strengthen early warning systems that inform farmers about rainfall patterns and drought risks. Agricultural departments should prepare contingency crop plans and ensure that seeds of alternative crops are readily available. Crop insurance schemes should be made more accessible so that farmers receive timely compensation if their harvests fail.

Employment programs such as rural public works schemes can also play a crucial role during drought periods. By creating water conservation structures like ponds, canals, and check dams, such programs can provide livelihoods while simultaneously strengthening drought resilience.

However, drought management cannot succeed through government action alone. Communities must rediscover the traditional culture of shared responsibility toward water resources. In earlier times, village communities collectively managed tanks and irrigation systems. Water was treated as a shared resource that required cooperation and discipline. Reviving this spirit of community stewardship can significantly strengthen local resilience against drought.

The challenge of drought is also closely linked with the broader issue of climate change. In recent years, weather patterns have become increasingly unpredictable. Heatwaves are more intense, rainfall is more erratic, and extreme weather events are more frequent. These changes demand a long-term approach to water management and agricultural planning. Short-term solutions will not be sufficient in an era of climate uncertainty.

India has faced droughts many times in its long history, and each experience has offered valuable lessons. When governments plan ahead, farmers adapt wisely, and citizens cooperate in conserving water, the damage caused by drought can be greatly reduced. Preparedness is always more effective than crisis management.

The possibility of a weak monsoon this year should therefore serve as a wake-up call. Instead of waiting anxiously for the rains, the country must act with foresight and determination. Strengthening water conservation systems, promoting sustainable agriculture, protecting groundwater resources, and building community awareness are essential steps in this direction.

Nature often gives early warnings. When such warnings appear, wise societies respond with preparation and collective effort. If India acts now with determination and cooperation, even a difficult monsoon season can be managed without severe hardship. The challenge before us is clear: to transform a potential crisis into an opportunity for stronger and more sustainable water management.
