
ED attaches ₹1,700 Cr Dubai assets linked to Mahadev app promoter
The Enforcement Directorate (ED) has attached immovable assets worth around ₹1,700 crore , largely located in Dubai , in connection with its ongoing money laundering probe into the Mahadev Online Book betting app .
The assets belong to Sourabh Chandrakar , one of the app’s main promoters , and are held in the names of entities controlled by him and his associates. The action follows a provisional attachment order issued by the ED’s Raipur office under the Prevention of Money Laundering Act (PMLA).
The attached properties include 18 luxury villas and apartments in Dubai Hills Estate notably in Hills View, Fairway Residency, and Sidra along with high-end apartments in Business Bay , SLS Hotel & Residences , and units in the iconic Burj Khalifa . Two properties in Delhi have also been attached.
With this move, the total value of assets attached in the case has reached ₹4,336 crore , while the ED estimates the proceeds of crime at around ₹6,000 crore .
The Mahadev app , investigators say, operated as a global illegal betting syndicate, using platforms such as Tiger Exchange, Gold365, and Laser247. It functioned through a franchise network across India, while operations were controlled from Dubai by Chandrakar and his associate Ravi Uppal .
The ED has named multiple accused, including Vikas Chhaparia, Rohit Gulati, Atul Arora, Nitin Tibrewal, and Surendra Bagri , and indicated possible links to politicians and bureaucrats in Chhattisgarh.
So far, 13 arrests have been made, five charge sheets filed , and 74 entities named . Authorities are pursuing the extradition of Chandrakar, believed to be in the UAE, and Uppal, reportedly in Vanuatu , while also seeking to declare them fugitive economic offenders.
