India’s LPG sector is currently witnessing a mixed reality, where government assurances of stable supply coexist with reports of shortages, delays, and rising consumer distress in several regions. The situation has evolved in the backdrop of the ongoing global energy crisis triggered by geopolitical tensions in West Asia.

The Government of India has consistently maintained that there is no nationwide shortage of LPG , asserting that supplies remain stable and sufficient for domestic consumption. Officials have stated that shipments are continuing uninterrupted , with domestic distribution networks functioning normally and no “dry-outs” reported at dealerships. The Centre has also highlighted measures such as increased domestic production, diversification of imports from countries like Russia and the United States, and strict enforcement against hoarding. Commercial LPG supply has reportedly been restored to around 70 per cent of pre-crisis levels , while targeted actions have been taken to ensure equitable distribution.

However, the ground situation presents a more complex picture. The disruption of supplies through the Strait of Hormuz, a critical route for nearly 90 per cent of India’s LPG imports has significantly impacted availability and logistics. India depends on imports for nearly 60 per cent of its LPG consumption , making it highly vulnerable to global supply shocks.

Reports from several cities indicate delayed deliveries, long waiting periods, and localized shortages , particularly affecting low-income households and migrant workers. In some cases, black-market prices for LPG cylinders have surged sharply, reflecting supply-demand imbalances.

The strain has also triggered behavioural shifts among consumers. Demand for alternatives such as piped natural gas (PNG) has surged significantly, with some cities reporting a four-fold increase in new connections . Additionally, nearly 10 lakh consumers have already shifted to PNG , indicating a structural change in fuel preference amid uncertainty.

To address accessibility concerns, the government has increased the supply of smaller 5-kg cylinders targeted at migrant workers and vulnerable groups. Awareness campaigns and distribution drives are underway, though uptake remains uneven due to limited awareness and logistical challenges.

At the same time, emergency measures including naval escort operations for LPG tankers and procurement from alternative global suppliers have helped ease some pressure on supply chains. Fresh shipments continue to arrive, offering gradual relief to the market.

Experts note that while the government’s interventions have prevented a complete breakdown of the LPG distribution system, structural challenges persist , including import dependence, limited storage capacity, and global market volatility. In fact, officials have indicated that full restoration of global LPG supply chains could take several years , underscoring the long-term nature of the crisis.

In conclusion, while official data points to improving supply conditions and strong administrative control, the lived experience of consumers suggests that the LPG situation remains uneven. The gap between policy assurance and ground reality highlights the need for continued monitoring, improved last-mile delivery, and diversification of India’s energy sources to ensure long-term stability.
