Delhi Rolls Out WhatsApp Governance, 65 Services to Go Live

In a significant and positive step toward digital governance , Delhi citizens may soon be able to avail around 65 government services including caste and income certificates and driving licence-related services through a WhatsApp-based platform likely to be launched next month, officials said. The rollout is expected after the Delhi Assembly Budget Session (March 23–25) , marking a major shift toward technology-driven, citizen-friendly administration .

According to officials, the services available through the app will be expanded in a phased manner after the initial launch. The initiative aims to provide seamless access to government services via WhatsApp , enabling users to submit applications, receive notifications, and obtain certificates through AI-enabled chatbots and WhatsApp Dynamic Flows .

The project will bring a wide range of services currently available online onto a single platform. This includes the issuance of key documents such as birth certificates, caste certificates, and income certificates , all delivered in a faceless manner . The system is designed to function as a simple, user-friendly, and 24×7 digital interface , ensuring ease of access for citizens across different segments.

Nearly 65 services currently hosted on the e-District portal , spanning departments like revenue, transport, and social welfare , will be integrated into WhatsApp. This integration is expected to eliminate the need for citizens to visit government offices, reducing delays, paperwork, and administrative hurdles. By offering real-time updates and streamlined processing, the model aims to deliver services within defined timelines.

Officials also noted that the Information Technology (IT) Department is developing a centralized dashboard to monitor applications in real time and ensure their time-bound disposal . This feature is expected to enhance transparency, accountability, and efficiency in service delivery.

The initiative reflects Delhi’s broader commitment to faceless, paperless, and digital governance , aligning with the vision of Digital India . By leveraging a widely used platform like WhatsApp, the government is making public services more accessible, inclusive, and convenient , particularly for those who may find traditional processes time-consuming.

If implemented effectively, this model could not only improve citizen experience in the capital but also serve as a scalable template for digital governance across India , reinforcing the country’s transition toward smart and responsive public administration .
