
Delhi Police Bust ISI-Linked Module Plotting Attacks in NCR, Two Arrested
The Delhi Police Special Cell has arrested two operatives allegedly linked to a Pakistan-based gangster and ISI proxy Shahzad Bhatti , foiling what officials described as a planned conspiracy to carry out firing incidents, grenade attacks and targeted killings in the Delhi-NCR region.
The accused, Rajveer (21) and Vivek Banjara (19) , both from Gwalior in Madhya Pradesh, were allegedly recruited through social media platforms and gradually drawn into a cross-border influenced criminal module operated by Bhatti and his associates.
According to police, the duo was tasked with executing attacks on high-footfall public locations , including a prominent hotel in Delhi-NCR , aimed at creating panic and destabilising public order. They were also involved in a planned firing incident at a club in Zirakpur, Punjab , which had reportedly been receiving extortion threats linked to the network.
Investigators said the module functioned through remote handlers, including an associate identified as “Rana Bhai,” who coordinated recruitment, logistics and weapon supply. Officials added that such networks typically target young individuals with financial vulnerability and limited criminal background , making them easier to radicalise and deploy.
The case was registered on March 31 after intelligence inputs flagged suspicious activity. Vivek was arrested first from Dabra in Gwalior on April 16 , which led to the identification and subsequent arrest of Rajveer from Sarai Kale Khan in Delhi on April 18 .
Police said the duo had travelled across multiple states, including Ahmedabad and Amritsar , to collect weapons and instructions. In Amritsar, they allegedly received a pistol, 15-20 live rounds and cash support , while earlier attempts to procure arms in Ahmedabad had failed.
A pistol, live cartridges, mobile phones containing incriminating videos and voice notes were recovered from Rajveer. Investigators said the digital evidence indicates coordination with handlers across the border and inside India.
Police said the arrests have foiled an imminent series of attacks in Delhi-NCR , and further investigation is underway to identify other members of the network.
