Delhi Government Plans ‘Family Card’ to Create Unified Database of Households

The Delhi government is planning to introduce a ‘Family Card’ for every household in the national capital to create a unified and verified database of families and improve the delivery of welfare schemes and public services.

According to officials, the proposed Family Card will contain details of household members, including information about beneficiaries of existing government schemes, birth and death records, and other essential family-related data. The initiative is aimed at helping the government prepare better welfare, healthcare and development plans based on accurate household information.

A senior government official said the Family Card would help create an authentic database that could support future public welfare programmes and government projects. The system is also expected to improve coordination between departments by allowing them to access verified family details. Officials highlighted that the card could assist in monitoring healthcare services, including child vaccination tracking, by helping departments identify whether all eligible children in a household have received required vaccinations. The initiative is similar to Haryana’s ‘Parivar Pehchan Patra’, a family identification system designed to maintain comprehensive household records and improve access to government services.

The Family Card proposal comes amid the Delhi government’s approval of the ‘Delhi Lakshmi Yojna’, a scheme aimed at providing financial assistance to eligible women. Under the scheme, women aged 21 to 60 years with an annual family income of up to ₹2.5 lakh will receive ₹2,500 per month. The government has earmarked ₹5,110 crore for the scheme in the 2026-27 budget. However, women from households with more than three living children and families with annual electricity consumption above 2,400 units will not be eligible.

Chief Minister Rekha Gupta said the three-child condition was included to support women who may face pressure to have more children, especially due to preference for a male child. Applicants will also need to submit a self-declaration confirming at least 10 years of Delhi residency and no criminal record. The proposed Family Card is expected to strengthen data-based governance, improve coordination among departments and ensure more effective implementation of government schemes across Delhi.
