Rescue operations continued at the site of a nine-storey hotel under construction in Angeles City, with officials confirming that the death toll has risen to four while 17 workers remain missing as search efforts intensify amid hazardous conditions.

Authorities said the collapse, triggered after severe thunderstorms, left the unfinished structure in the Clark Freeport Zone reduced to unstable piles of concrete, twisted steel, and exposed scaffolding. Rescue teams continue to work cautiously due to the risk of further structural shifts and live electrical hazards.

Officials confirmed that around 26 workers have been rescued or escaped , while earlier estimates suggest up to 70 people may have been present at the construction site when the building gave way.

During initial operations, rescue teams detected possible signs of life under the rubble , and at least one trapped worker was briefly in communication with responders. However, several of those initially found alive later died due to cardiac arrest and severe injuries before extraction.

The victims include a Malaysian tourist staying at a nearby budget inn that was partially struck by falling debris. Another guest at the inn was injured but survived after escaping the collapse zone.

Investigators have now widened their probe into possible construction safety violations , including reports of an unauthorized upper-floor structure with a swimming pool , which may have compromised the building’s stability during the storm.

Officials from the Bureau of Fire Protection and national police said rescue operations remain focused on live recovery efforts , supported by thermal scanners, search dogs, and heavy machinery. However, unstable debris and blocked access points continue to slow progress.

Relatives of missing workers remain stationed near the site, expressing growing frustration and anxiety over the pace of updates and rescue operations.

Authorities stressed that the priority remains saving lives, while a formal investigation continues into possible violations of building regulations, permitting lapses, and construction oversight failures.

The disaster has drawn attention to rapid development in the Clark Freeport Zone, a growing commercial hub built on former US military base land in northern Luzon.
