DCM Pawan Kalyan:Inter-Cadre promotions and IT to modernize Panchayat raj

In a significant move aimed at modernizing local governance, the government has approved measures to facilitate inter-cadre promotions and strengthen administrative efficiency within the Panchayat Raj Department. The Cabinet has sanctioned the associated service rules, which will allow personnel to move seamlessly between ministerial and field-level positions, bridging the longstanding gap between policy-making and on-ground administration.

Under the new system, officers seeking inter-cadre promotions will undergo a two-week formal training program, followed by one year of on-the-job learning. This initiative ensures that field-level staff gain executive exposure, while officers at higher levels acquire hands-on experience in village governance. Importantly, these promotions will be implemented within the existing pay scale, maintaining salary structures while providing career advancement opportunities.

The reforms also outline structured procedures for Deputy Mandal Parishad Development Officer (Deputy MPDO) postings. Those appointed directly to the Deputy MPDO role must complete at least three years of foundational training and serve as Panchayat Development Officers in Special Grade Panchayats, gaining practical experience in rural administration before taking independent charge.

As part of broader modernization efforts, the Cabinet has also approved the creation of a dedicated IT division within the Panchayat Raj Department. This division will employ qualified digital assistants to maintain records, oversee online administration, and monitor governance activities in village panchayats. The integration of technology is expected to enhance transparency, improve accountability, and reduce administrative delays in the implementation of development programs.

Officials emphasized that the reforms are intended to professionalize the Panchayat Raj workforce, motivate personnel, and improve service delivery at the grassroots level. By combining structured training, cross-functional exposure, career development opportunities, and technological support, the government aims to cultivate multi-skilled officers capable of handling diverse administrative challenges.
