Dawood-ISI Nexus Exposed: Delhi Police Bust ISI-Underworld Terror Module, Nine Arrested

The Delhi Police Special Cell has busted an alleged ISI–Dawood Ibrahim linked terror module , arresting nine suspected operatives who were reportedly planning coordinated attacks on critical infrastructure and security installations in Delhi and other cities, officials said on Saturday.

Acting on long-term surveillance and intelligence-based inputs , police carried out a coordinated operation that led to the arrests after tracking the movement and activities of the suspects over several weeks.

During the operation, a significant cache of arms, hand grenades, ammunition and explosive materials was recovered, officials said, indicating preparations for potential large-scale attacks.

Preliminary investigation suggests the module was operating under directions from alleged handlers linked to Pakistan’s Inter-Services Intelligence (ISI) and elements of the Mumbai underworld, with suspected connections to the Dawood Ibrahim syndicate .

Officials said the accused were engaged in reconnaissance of sensitive locations , including transport hubs, power facilities and other high-security installations . Some reports also indicate that crowded public places were part of the surveillance planning.

Investigators believe the network was structured with cross-border coordination , where overseas handlers were allegedly guiding logistics, target selection and communication through covert channels.

Security agencies are probing whether the module had plans extending beyond Delhi, with indications of a possible multi-city strike network across different states.

Officials said the operation followed sustained surveillance and precise intelligence gathering, which helped prevent potential attacks.

Further investigation is underway to trace the origin of the recovered weapons and explosives , identify additional associates, and map funding channels and communication networks linked to the module.
