CM Chandrababu Naidu Unveils Amaravati’s Quantum and AI Hub Vision at Raisina Dialogue

Andhra Pradesh Chief Minister N. Chandrababu Naidu on Saturday presented an ambitious roadmap to position Amaravati as a global hub for artificial intelligence and quantum technologies , saying the next wave of economic growth will be driven by cutting-edge digital innovation. Speaking at the prestigious Raisina Dialogue in New Delhi, Naidu said the state is preparing to build a strong ecosystem around AI, quantum computing, and advanced digital infrastructure .

The Chief Minister said the government is working to establish “Quantum Valley” in Amaravati , a technology cluster aimed at promoting research, innovation, and manufacturing in quantum technologies . He noted that Andhra Pradesh plans to bring together global technology firms, research institutions, and startups to develop an integrated innovation ecosystem that could place the state on the world technology map.

Drawing parallels with his earlier role in developing Hyderabad as a major IT and knowledge hub , Naidu said Amaravati will now be developed with a similar forward-looking strategy. According to him, emerging technologies such as artificial intelligence and quantum computing will transform industries, governance, and economic systems, making it essential for states to prepare early and invest in advanced technology infrastructure.

In a significant announcement, the Chief Minister revealed that Google is planning to invest around $15 billion (approximately ₹1.25 lakh crore) to establish a gigawatt-scale data centre project in Andhra Pradesh . Describing it as one of the largest technology investments in the state’s history , Naidu said the project is expected to generate thousands of jobs while strengthening the region’s data storage, cloud computing, and digital services ecosystem .

Naidu also spoke about the importance of balancing technological growth with demographic sustainability. Expressing concern over the declining fertility rate in southern India , he said the current fertility rate of around 1.5 is below the replacement level and could lead to a shortage of human resources in the future. “Technology will shape the future, but we must also ensure that there are enough people to drive progress,” he remarked, warning that excessive dependence on automation could eventually replace human labour in many sectors.

To address the issue, the Andhra Pradesh government is examining a proposal to offer a ₹25,000 birth incentive for couples having a second child , as part of efforts to encourage population stability and maintain a sustainable workforce in the coming decades.

Reaffirming his government’s commitment to the capital region, Naidu said Amaravati will be developed as one of the most livable cities in India , combining modern infrastructure, advanced technology ecosystems, and sustainable urban planning. He also highlighted the importance of cooperation between the state and the Centre , stating that Andhra Pradesh is working in coordination with the Union government under Prime Minister Narendra Modi to accelerate development initiatives.

Emphasizing India’s tradition of dialogue and consensus-building, the Chief Minister said such an approach will help the country tackle global challenges while strengthening innovation and economic growth. With strategic investments and advanced technology initiatives, he added, Amaravati has the potential to emerge as a global centre for leadership, innovation, and next-generation technology.
