CJI Surya Kant calls for Paralegal volunteers in Army to boost access to justice

Chief Justice of India Justice Surya Kant has called for strengthening the paralegal workforce within the Armed Forces , urging the inclusion of trained volunteers particularly ex-servicemen to improve access to justice for soldiers posted in remote regions.

Addressing officers and personnel of the Fire and Fury Corps in Leh on Sunday, he emphasised that access to justice is a fundamental right under Articles 14 and 21 of the Constitution , and reiterated that Article 39A mandates the State to provide free legal aid to the poor and disabled . He stressed that these constitutional guarantees must extend to every soldier, especially those deployed in remote border areas, and highlighted the growing synergy between the judiciary and the Armed Forces in addressing legal challenges faced by personnel in far-flung regions.

The event was attended by Vinai Kumar Saxena , Justice Arun Palli and Lt Gen Hitesh Bhalla , among others. Justice Kant explained that paralegal volunteers are trained individuals who provide basic legal assistance , including legal awareness, help with documentation and guidance on accessing courts. Inducting such volunteers within Army units, he said, would create a reliable support system for soldiers and their families.

Highlighting ongoing initiatives, he referred to Veer Parivar Sahayata Yojana and Nyaya Aapke Dwaar , which aim to extend legal aid to Armed Forces personnel, ex-servicemen and their families. He also underscored the judiciary’s increasing use of technology and Artificial Intelligence , enabling multilingual translation and online filing of cases from remote locations .

Providing context, Justice Arun Palli noted that more than 200 Armed Forces Tribunal cases have been disposed of in the High Court since last year, reflecting efforts to accelerate justice delivery. He added that initiatives like the involvement of ‘Veer Naris’ widows of fallen soldiers who are often supported through welfare and legal aid programmes and, in some cases, contribute to awareness and outreach have strengthened the legal aid ecosystem.

Paying tribute to soldiers, Justice Kant recalled the Battle of Rezang La, highlighting the enduring spirit of sacrifice and service.
