CII’s roadmap to global jobs in Tier-II & III cities

The Confederation of Indian Industry (CII) on Sunday unveiled its Model State Policy on Global Capability Centres (GCCs), a comprehensive framework designed to assist Indian states in attracting and scaling next-generation hubs for multinational companies. The initiative aims to create millions of high-quality jobs and expand GCC growth beyond metropolitan cities into Tier-II and Tier-III centres.

Currently, nearly 95 percent of India’s 1,800-plus GCCs are concentrated in six major cities. The new policy seeks to change this by providing states with a structured roadmap to develop globally competitive ecosystems combining infrastructure, incentives, regulatory clarity, and skill development.

CII Director General Chandrajit Banerjee highlighted the significance of GCCs in India’s economic journey. “The extraordinary rise of GCCs in India has been one of the most important developments over the past two decades. To sustain leadership and expand our share of global value chains, states must implement clear, competitive, and innovation-oriented policies,” Banerjee said. He added that the model policy equips states with a toolkit to attract global corporations, nurture local ecosystems, and ensure balanced GCC growth nationwide.

The policy emphasizes green infrastructure, data security frameworks, and city-level branding to appeal to foreign investors. It is shaped by best practices from successful state-level initiatives in India, complemented by global benchmarking of leading GCC destinations.

CII noted that the recommendations aim to help states develop “Champion Cities” that combine strong business ecosystems with high living standards for professionals and their families. The model policy also encourages geographically inclusive growth, ensuring that the next wave of GCC expansion benefits cities beyond traditional metro hubs.

The GCC sector is projected to contribute nearly USD 200 billion in direct value to India’s economy by 2030, underscoring its strategic importance. Several state governments have already expressed interest in adopting and localizing the recommendations. CII plans to conduct regional workshops and consultations in the coming months to facilitate implementation.

By providing a clear framework for infrastructure, incentives, governance, and talent development, the CII Model State GCC Policy is expected to accelerate the spread of high-value global capability centres across India, creating new employment opportunities and strengthening the country’s position in global value chains.
