Centre Unveils ₹33,660 Crore BHAVYA Scheme to Build 100 Industrial Parks

The Department for Promotion of Industry and Internal Trade (DPIIT) has released the detailed operational guidelines for the implementation of the BHAVYA (Bharat Audyogik Vikas Yojana) Scheme, a major Central Sector initiative aimed at building investment-ready, world-class industrial parks across India to accelerate manufacturing growth and attract large-scale investments.

The scheme, aligned with the Centre’s Make in India and PM Gati Shakti missions, seeks to strengthen India’s industrial ecosystem through integrated infrastructure, multimodal connectivity, and plug-and-play manufacturing facilities. The government plans to develop 100 industrial parks between 2026-27 and 2031-32 with a total financial outlay of nearly ₹33,660 crore . In the first phase, up to 50 industrial parks will be selected through a challenge-based competitive process.

According to the guidelines, BHAVYA parks will feature plug-and-play infrastructure , including underground utility systems, reliable power and water supply, worker housing, testing laboratories, renewable energy infrastructure, warehousing facilities, digital governance platforms, and common effluent treatment systems. The objective is to reduce project delays and make India more competitive as a global manufacturing destination.

The framework allows development of both greenfield and brownfield industrial parks . Minimum land requirements have been fixed at 100 acres for non-hilly states and 25 acres for hilly states, northeastern states, Union Territories, and smaller states, while parks up to 1,000 acres can also be considered.

Implementation will be carried out through Special Purpose Vehicles (SPVs) incorporated under the Companies Act, 2013. The National Industrial Corridor Development Corporation (NICDC) has been designated as the Project Management Agency for monitoring and execution. The scheme also incorporates GIS-based monitoring systems , periodic audits, and oversight by a National Level Steering Committee chaired by the DPIIT Secretary.

Industry observers believe Andhra Pradesh and Telangana could emerge as major beneficiaries under the scheme due to their strong industrial ecosystems and connectivity advantages.

For Andhra Pradesh, BHAVYA aligns closely with the state’s port-led industrialisation strategy. Industrial regions such as Visakhapatnam-Anakapalli , Sri City , Krishnapatnam , Orvakal , Kopparthy , and Atchutapuram are seen as strong contenders because of their logistics connectivity, industrial land availability, and access to ports and freight corridors.

Telangana, meanwhile, is expected to leverage Hyderabad’s established strengths in pharmaceuticals, electronics, aerospace, EVs, defence manufacturing, life sciences, and data centres . The scheme’s focus on digital governance, sustainability, and industrial ecosystem strength is expected to favour states with advanced infrastructure and investor-friendly policies.

The Centre expects BHAVYA to create nearly 15 lakh direct jobs while strengthening domestic supply chains, boosting manufacturing competitiveness, and improving India’s integration with global value chains.
