Centre Integrates SAMPANN with DigiLocker to Ease Pension Services

The SAMPANN pension portal , developed by the Office of the Controller General of Communication Accounts (CGCA) , has been integrated with the DigiLocker platform , enabling pensioners under the Department of Telecommunications (DoT) to access key pension-related documents digitally , the Ministry of Communications announced on Tuesday.

The integration allows pensioners to securely retrieve electronic Pension Payment Orders (e-PPOs) , gratuity sanction orders , communication sanctions and Form-16 directly through their DigiLocker accounts . The facility offers round-the-clock, paperless access to important records via smartphones and desktop devices , significantly improving convenience for retirees who require such documents for banking procedures , medical reimbursements and official verification .

The Office of the Principal Controller of Communication Accounts (Pr CCA), Delhi , which notified pensioners about the development, said the initiative is in line with the Government of India’s Digital India programme and reflects a broader push towards transparent, efficient and citizen-centric digital governance . Officials noted that the integration reduces dependency on physical documents and minimises the need for pensioners to visit government offices .

Pr Controller of Communication Accounts, Delhi, Ashish Joshi said the SAMPANN–DigiLocker linkage would save time and effort for pensioners by eliminating paperwork and enabling instant access to authenticated records . He added that the move strengthens digital self-reliance among pensioners and supports the government’s vision of paperless administration .

To avail of the service, pensioners are required to log in to the DigiLocker portal using Aadhaar credentials , link their Pension Payment Order (PPO) number and download the required documents. The Department has also kept dedicated helplines and the SAMPANN portal operational to assist pensioners, particularly senior citizens unfamiliar with digital platforms.

SAMPANN (System for Accounting and Management of Pension) is a flagship digital initiative of the Department of Telecommunications , developed, owned and operated by the Office of the CGCA . Dedicated to the nation by Prime Minister Narendra Modi in December 2018 , the platform marked a shift from system-centric pension administration to a pensioner-centric approach .

Over the years, SAMPANN has digitised the entire pension lifecycle , covering initiation and processing of pension cases , issuance of e-PPOs , pension disbursement , accounting , reconciliation , financial reporting , audit facilitation and grievance redressal . Pension payments are credited directly into beneficiaries’ bank accounts , removing the need for visits to banks or government offices . Pensioners can also submit life certificates , track payment status , request updates to personal details and register grievances online , further simplifying pension management and service delivery .
