India is set to conduct the “Census 2027” in a two-phase exercise, marking a major milestone in the country’s demographic and political planning. The Ministry of Home Affairs has confirmed that ‘Phase I – House Listing and Housing Census’ will be conducted between April and September 2026, with states choosing a convenient 30-day period for enumeration. Phase II – Population Enumeration is scheduled for ‘February 2027’, with a reference date of ‘1 March 2027’ for most of the country. However, special regions such as snow-bound or difficult terrain areas will complete enumeration in September 2026, with a reference date of 1 October 2026.

The Census 2027 will be the first fully digital census in India, combining mobile app-based enumeration with an online self-enumeration option. According to the government, the questionnaire has been finalized after consulting multiple ministries, departments, and data users, and lessons from past censuses have been incorporated to ensure accuracy.

A key and controversial aspect of this census is the inclusion of caste enumeration, which has not been conducted nationwide since 1931. The caste survey aims to capture detailed information on castes and sub-castes, enabling more accurate planning for reserved seats in Parliament and state assemblies, social welfare programs, and affirmative action policies. This data is expected to play a pivotal role in delimitation of constituencies, determining the number of seats reserved for SC/ST communities, and shaping electoral strategies at both the national and regional levels.

The census is also linked to the implementation of women’s reservation in Parliament and State Assemblies, as well as the planning of welfare schemes targeted at underrepresented groups. Accurate population and caste data will help define constituency sizes and distribution, ensuring that women’s representation and SC/ST reservations are proportionally allocated. Local body elections already reserve seats for women, but updated demographic data will enhance planning and fairness for MLA and MP elections.

Delimitation, another politically sensitive outcome of Census 2027, involves redrawing constituency boundaries based on the latest population data. Highly populated areas may gain additional seats, while smaller or slower-growing regions are constitutionally guaranteed minimum representation. Concerns have been raised that some regions may experience reduced relative influence. The central government has responded by assuring that the delimitation process will be fair, with all states’ concerns considered. Officials emphasized that the ‘Delimitation Commission’ will follow a consultative process, taking into account population data, regional factors, and constitutional guarantees to prevent any arbitrary reduction in representation.

Beyond politics, the caste census and the broader 2027 census will impact policy formulation, economic planning, and social research. Detailed caste and demographic data will allow for targeted welfare programs, improved delivery of services, identification of underrepresented communities, and evidence-based policymaking. For researchers and policymakers, the dataset will be invaluable in analyzing social mobility, inequality, and regional disparities, and in tracking India’s development over the past century.

From redefining constituency boundaries to ensuring fair representation for women and marginalized communities, this exercise will shape India’s policy and political landscape for the next decade.
